Hiring a Contracted Individual Advantages Disadvantages Single “face” that provides improved relationship- Limited scope of knowledge, meaning the individual may have in- building opportunities with Advisory committee members depth knowledge of one or several areas, but not enough of all significant fields of needed expertise Consistency in relaying progress where there is one point Solutions and planning may be impacted if individual is ill or of contact for status updates challenged with multiple priorities in the form of schedule conflicts and other similar challenges Familiarity with the unique challenges of the County if Potential conflict of interest on an unrealized program or project hired locally, which permits better planning with the may arise if a local hire holds a financial or other interest in future Committee having knowledge of how County operates projects or plans Full-time access with an office in the County building Contractual limitations, such as length of contract may impact the where interested parties, departments and individuals Committee depending on how long it takes to execute RESTORE can readily meet with the contractor Actions Cost of hiring the individual would be borne entirely by the County including recruiting, generation of a job description, advertising, and classification Early termination for performance or other criteria will leave a defined void until replacement is brought on board Will receive the same employee benefits as a County employee for the duration of the contract and would therefore be eligible for leave and sick time accrual and entitled to the execution of both Hiring a Consulting Firm Advantages Disadvantages Has a broad scope of knowledge in multiple disciplines, May not be a local company if the existent County firms do not including environmental and economic experts along with espouse all talent and resources for RESTORE Actions legal expertise Brings synergy through team effort, meaning a large Assigns distinct points of contact representatives for each aspect of team could asymmetrically tackle multiple challenges plan making it more difficult for the Advisory Committee to work with a single individual Disconnected from conflict of interest as the contracted Possible office in a County building for a limited time, or may organization would consist of layers of oversight and operate from outside of the County premises, potentially in another distribution of expertise to reduce the potential for state conflicting interests Geographically separate location may span one or more time zones, impacting the ability to have “real time” communication with the Advisory Committee on relevant issues
