BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: January 8, 2013
TO: Honorable Chairman and Members of the Board
FROM: James D. Curry
SUBJECT: Ethics Ordinance
DEPARTMENT: County Administrator
BCC DISTRICT: All
STATEMENT OF ISSUE: The Board is requested to consider establishing an Okaloosa County
consider Ethics Ordinance for all county employees and elected officials.
BACKGROUND: In May of 2012, the Board enlisted the help of attorney Greg Stewart to
investigate and make recommendations regarding alleged illegal and unethical activities taking
place by the director of the Tourist Development Department. On June 19, 2012, Mr. Stewart
reported to the Board on a wide variety of findings and suggested reforms. One of those
suggestions was the establishment of an ordinance adopting a Code of Ethics for Okaloosa
County. The Leroy Collins Institute published a study in November of 2012 in which they cited
12 counties that have adopted codes of ethics that are more rigorous than already established
state standards.
RECOMMENDATIONS: Provide direction to staff on the establishment of a Code of Ethics
ordinance for Okaloosa County.
