BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: August 2, 2016 TO: Honorable Chairman and Members of the Board FROM: Tracy Stage SUBJECT: Approve Three FAA Support Agreements DEPARTMENT: Airport BCC DISTRICT: 5 STATEMENT OF ISSUE: The Okaloosa Board of County Commissioners is requested to approve three (3) contracts with the Federal Aviation Administration (FAA) to furnish and install equipment and provide essential communications service for the Air Traffic Control Tower (ATCT) at Destin Executive Airport (DTS). BACKGROUND: Attached are three (3) separate contracts for the FAA to perform various contractual services and provide or relocate equipment in order to support the FAA Contract Tower (FCT) air traffic control services in an operational ATCT. The first contract, AJW-FN-ESA-15-7300, is to relocate weather equipment known as Automated Surface Observing System Acquisition Control Unit (ASOS ACU) and calibrate it to interface with the sponsor owned Automatic Terminal Information System (ATIS). FAA will test and checkout the equipment and conduct a joint inspection with the Pensacola System Support Center. The contract requires prepayment of the estimated total of $93,092.34 with any excess funding to be refunded to the County. This contract is considered a capital cost and is included in the grant funded ATCT project. The second contract AJW-ON-ESA-16-7333 is to provide telephone and data service. The agreement requires an advance payment of $79,707.51 for the annual recurring charges and labor costs to maintain the service for 24 months, after which time, FAA will absorb the continuing expense for the life of the service. FAA will net the actual charges against the advance payment and refund the balance, if any. FAA will provide quarterly statements of costs against the balance. These costs are operation and maintenance and will be budgeted and funded by the Airport. The third contract AJW-ON-ESA-16-SO-000085 is for FAA to provide telephone and data service to support the ATCT Flight Data Input/Output (FDIO) maintenance and a permanent shout-line and FDIO line at the Destin ATCT. Estimated annual costs for Fiscal Years 2017 to 2021 total $91,582.88. The first billing of $18,445.60 is to be paid in advance. Subsequent billings will be invoiced annually by the FAA. If actual costs exceed the good faith estimate, the County agrees to reimburse FAA for the difference. These costs are operation and maintenance and will be budgeted and funded by the Airport. OPTIONS: Approve, Disapprove, Table RECOMMENDATIONS: Airport Staff recommends the Board of County Commissioners' approval of the three contract agreements and authorization for the Chairman to sign them. Airport Staff also requests approval for the Chairman to sign any future change orders required if the actual annual costs exceed the estimates for the project.
