In addition to demonstrations listed a.bove, we cooduct adult tap dance classes three days per week year- round open to the public. This service is announced in the FWB Daily News every week. l' m: purpose of these classes is to prol1lOte the performing arts as well as to recruit and train performers for the dance troupe. Approximately 57 residents of Fort Walton Beach have taken advantage of this program in the past seven years. Dancers contribute their own time and talents to these community efforts in addition to paying $ 360 per year in dues. Depending on the numbers of their membership that are City citizens, the group may not provide a direct benefit to the citizens of the City, and their efforts would only tangentially benefit our citizens. Therefore, I advise that this lease should be at fair market value rather than less than fair market value. In the alternative, it may be advisable for the City to offer the facility to all non- profit organizations in an effort to improve the direct benefit to the citizens of the City. Nonetheless, if the Council wants to approve the assignment of this lease, we only need an assignment document. Attached is the appropriate, legally sufficient assignment. PASADRA says their numbers are dwindling and High- all Steppers numbers remain strong. PASADRA wants to assign their lease to High- Steppers and keep the other provisions in place. As you know Mrs. Church ( who hosts cotillion classes) also wants the building, however, I don' t believe she is a 501 ( c) ( 3) and she charges considerably for the services she provides. The High- Steppers are similar to the Round Dancers, and is a program that the City does not lease currently offer. I have attached their articles of incorporation here to and ask that you review their for consideration of to assignment High- Steppers. I am not proposing to amend any other portion of the lease, other than the assignment. Please advise me accordingly, as I would very much like to get this on the October 10th consent agenda if possible. The PASADRA lease is also attached and revised as is indicated.
