would be no need for a
bridge. She questioned whether the Traffic Authority requested the Bridge Authority to choose a
bridge location.
Brad Bynum, 82 Wayne I Circle, wished to know what it would take to make the Bridge Authority
accountable to the overall regional planning rather than as an independent authority. The Mayor
noted that is a question for the Bridge Authority.
Ernie Fauson, 32 Laurie Drive, mentioned the only way to get the Bridge Authority changed is
through legislature.
Yvonne Earle, 1600 Campbell Drive, voiced support of Council' s action and expressed her belief it
is the signals at both ends of the bridge that cause the traffic problem.
Mr. Minich moved that a resolution be prepared for tomorrow evening and appoint Mayor
Anderson to attend the meeting to present the City' s position. Dr. Pullen seconded motion.
Mr.Tucker expressed his support for a bridge and commented if they do not do anything, nothing
will happen.
Mr. Minich noted that Council is not opposing a bridge; it is opposing the three corridors.
Mr. Minich amended the motion to authorize the Mayor to sign a resolution and present to
the Emerald Coast Bridge Authority. Dr. Pullen accepted the amendment.
The Mayor called for the vote on the motion, as amended, and it carried unanimously with
Holmes, Patterson, Campbell, Tucker, Pullen, Hartwell, and Minich in favor.

on this ordinance sometime ago, and worked hard to develop an ordinance that is tailored to the

equitable way.
Council received clarification that ownership of artifacts found on private property belong to the
private property owner.

MAlNSTREET PRESENTATION
Presentation by Fort Walton Beach MainStreet, Inc., President Jim Dowling, regarding the
Okaloosa on Ice 2005 skating event.
Jim Dowling, President of MainStreet, reported on the success of the 2005 Okaloosa on Ice
skating event. Mr. Dowling advised he has received positive comments from the downtown
merchants and has no record of any concerns from them in regards to parking or other issues. He
explained the name Okaloosa on Ice encompasses the area as a whole and that Fort Walton
Beach is the host city of this event, and that the Landing park is considered the ideal place to hold
the holiday celebration.
Council expressed their concern at the knowledge that two individuals who were considered
volunteers had been paid for their services. Mr. Dowling advised that the loss of the MainStreet
director last year facilitated the organization' s need to come up with an alternative way to produce
and manage the event. He informed that several private entities were involved with the
coordination of the event; there were contracts with vendors for the operation of the ice rink, food
vendors, holiday lights, train, insurance providers and numerous advertising groups. Also .
discussed was the mission of MainStreet; the organizations profit and loss through January 2006;
and that the City will always be offered the opportunity to participate in the event.
Mr. Dowling stressed that no public funds donated by the city, county, or TDC were used for any
projected revenue for the event.
Phyllis Watson, 219 Watson Drive, spoke against individuals being compensated with taxpayers
money.
Mr Minich moved to direct the City Manager to investigate the possibility of hiring an
executive director for the Fort Walton Beach MainStreet program, as a city employee.
Additionally, the City Manager will investigate the use of CRA funds to pay for this position.
Finally, the City Manager, in coordination with the City Attorney, will investigate the
possibility of the MainStreet Executive Director being paid a base salary by the city and
receive a commission on any additional funds brought in by him/ her. A recommendation
will be brought back to City Council at the March 14, 2006 Council meeting. Mr. Tucker
seconded motion.
Mr. Minich explained his reasoning for the motion, including the need for a MainStreet executive
director that would be paid through CRA funds, since the mission of MainStreet and the CRA are
identical. Mr. Minich further explained it would be a good investment for the City to hire an
executive director for a base of $30-$ 35, 000 a year, with a commission as an incentive for the
individual to gain additional funds. It was also the thought that the funds would go to the success
of the MainStreet program as a whole, rather than just individual events held throughout the year.
Jim Dowling, 111 Ferry Road, feels MainStreet would be receptive to that position coming forward
from the City, and that it would enhance the program to do more than what it can do now.
Glenda Glover, 115 Waynel Circle, expressed her feeling that CRA funds could be better spent
funding a police officer in the CRA district.

MAlNSTREET PRESENTATION
Chuck Wheelehan, 613 Palm Drive, feels $30, 000 of City funds could be better spent in paying for
the upkeep of the golf course and payment of the clubhouse.
Mr. Minich expressed his feeling that a strong business community saves tax dollars, and one way
to do that is to invest CRA money where it will be utilized.
Council also expressed their original desire to wean MainStreet from the City's finances, and this is
something
