STORMWATER UTILITY STUDY- EARTH TECH OF FORT WAlON BEACH
Request Council authorization to award engineering/ consulting services for developing a
Stormwater Utility Study ( RFP 07- 113) to the top ranked firm, Earth Tech of Fort Walton Beach,
Florida. Staff further requests authorization for the City Manager, or the City Manager' s
designee, to negotiate a contract with Earth Tech for engineering/ consulting services not to
exceed the budgeted amount of $65, 000. 00.
The Utilities Director reiterated this request is a follow- up to the discussion held at the May 1
Workshop on stormwater management, and that Staff recommends the award to the top ranked
firm a stormwater utility study and, if approved, to enter negotiations with that firm not to exceed
the budgeted amount. He explained the RFP process and stressed that the request is not
seeking approval to implement a stormwater utility; rather, to have an outside consultant prepare
a stormwater utility study with a corresponding ordinance and a potential fee structure if the
utility is implemented in the future.
Council discussion included the fact that the recommended firm scored highest in most of the
evaluation criteria categories; that the firm presented the City a schedule of several task-
oriented workshops they would perform with a technical assistance committee; and that this is
the beginning of the process to set the groundwork for establishment of a stormwater utility, a
separate enterprise fund to manage stormwater utility under the enterprise fund.
Council questioned why the budgeted amount is not kept confidential from the vendors in an
effort to receive better quotes. The City Manager explained that municipalities are not permitted ~
to award on fees for engineering services; it has to be award on qualifications. Based on
qualifications, negotiations begin with the top- ranked firm, and if an agreement cannot be
reached with that firm, then negotiations are made with the second- ranked firm, and so forth
until an agreement can be reached. She further noted the cost is public record. ..
The Mayor asked for public input. There was none.
