Services

STATEMENT OF ISSUE: [PUR] Requesting approval to enter into contract negotiation with
Trillion Aviation for Airport Management Consulting Services (AP RFQ 41-14).
BACKGROUND: On April 15, 2014 the Airports received Board approval to solicit for Airport
Management Consulting Services. Submittals were due on April 23, 2014 and five (5) were
received. The Review Committee met to discuss and evaluate the proposals and ranked Trillion
Aviation as the number one submittal. Staff is requesting permission to negotiate a contract with
Trillion Aviation for Airport Management Consulting Services. The resulting contract will
provide consulting services for the development of financial and business related reports,
analyses and forecasts including, but not limited to; cash flows, bond sizing and debt service,
rates and charges impacts, financial planning scenarios, and industry related regulatory
compliance and litigation support. The entire submittal by Trillion can be viewed at

OPTIONS: Approve/Disapprove the request to enter into contract negotiation with Trillion
Aviation for Airport Management Consulting Services.
RECOMMENDATIONS: Staff recommends approval to enter into contract negotiation with
Trillion Aviation for Airport Management Consulting Services.
