SUBJECT: Bid Protest – Bid # TDD 56-13, Beach Cleaning Services
DEPARTMENT: Tourist Development Department

STATEMENT OF ISSUE: Request the Board to review and consider the above-referenced bid
protest and Interim County Administrator’s analysis and recommendation.
BACKGROUND: The County previously issued Bid # TDD 56-13 to seek bids from
individuals/firms interested in providing beach cleaning services for Okaloosa Island & Destin,
Florida, for a three-year term. Three bid submittals were received:
1) Sand Raker, LLC in the amount of $1,244,855;
2) The Sandman, LLC in the amount of $1,263,358; and
3) Hemphill Const. Co. in the amount of $2,238,031.
The Tabulating Committee met, reviewed the bid submittals and prepared to recommend award
of the bid to Sand Raker as the lowest, responsible and responsive bidder. Pursuant to County
policies, Sandman timely filed a notice of intent to challenge the bid award recommendation and
a formal written challenge. The Interim County Administrator reviewed the challenge and
prepared the attached written recommendation.
Pursuant to County policies, the Board shall consider the bid challenge and the Interim County
Administrator’s analysis and recommendation and issue a written determination as to the
challenge.
OPTIONS: Approve/Disapprove
RECOMMENDATIONS: Approve the Interim County Administrator’s recommendation and
reject Sand Raker’s bid submittal.
