CITY OF FORT WALTON BEACH
Memorandum
TO: Honorable Mayor & City Council Members
FROM: Joyce Shanahan, City Manager
RE: FY 2006-07 Budget Workshops
DATE: August 10, 2006
Attached please find the agenda for the FY 2006-07 Budget Workshops scheduled for the week of August
14 at 5: 30 pm.
There have been a few changes to the FY 2006-07 Proposed Budget since it was published on July 24:
Page 60 - Organizational chart for the Administrative Services Department has been corrected to
reflect that IT, Purchasing, Parks & Recreation, and Golf would report to the Administrative Services
Director rather than the Human Resources Manager.
The City received notification from its workers compensation carrier on July 31 that the estimated
premium for 2006-07 is $ 527, 192 ( exclusive of new positions). The City currently has $ 617, 240
budgeted, so the budget may be reduced by $90, 048.
The City received notification from its property insurance carrier on August 4 that property insurance
will increase to $ 360, 000. The original estimate, upon which the budget is based, was $ 211, 369. This
additional $148, 631 will need to be incorporated into the budget.
Page 179 - Okaloosa County set its tentative millage rate at 3. 95 on August 1. The CRA Fund budget
with the County millage at 3. 95 and the City millage at 4. 87 is $ 1, 830, 864 - a decrease of $53, 184.
Funding for underground utilities has consequently been reduced.
Page 180 - The City received notification of a revised budget request from the Fort Walton Beach
Chamber of Commerce. Initially the Chamber requested $ 60, 000 - $ 25, 000 for Chamber activities and
35, 000 for Main Street Activities. Subsequently the City has received a revised request of $ 40, 000,
25, 000 for Chamber activities and $ 15, 000 for a Downtown Business Plan commitment to revitalize
the downtown business center of the City of Fort Walton Beach. The Downtown Business Plan
which results in a net decrease to the CRA Budget of $20, 000.
Page 181 - The City received notification of its designation as a Waterfronts Florida Community in
August 2005. The award letter described a two- year grant program, with the City to receive $ 25, 000 in
both FY 2005- 06 and FY 2006-07 with no matching contribution requirement. However, the City
received notification on August 8 that a matching contribution of $ 25, 000 would be required in the
second year of the grant. Since $ 27, 650 was already budgeted for the Waterfronts program, an
additional $ 22, 350 has been included for an interactive children' s water fountain & play area at
the Landing Park.
Reconciliation:

P. O. Box 4009
Fort Walton Beach, FL 32549
Dear Ms. Shanahan:
On behalf of The Greater Fort Walton Beach Chamber of Commerce, I would like to -
once again, thank the City Council and City Staff for their assistance with our annual
Budget request. I am very pleased that our two entities are working together for the
betterment of our community.
I have enclosed a two- page outline of the Chamber' s 2006- 2007 budget request.
Please note that this will replace the previous letter that was dated Julv 17. 2006.
This request elaborates our relocation/visitor services activities, as well as spells out the
promotional strategy we are proposing for the promotion of the downtown businesses.
I would ask that all City Councilors and City staff have copies to review prior to my
presentation during the upcoming budget workshops.
Per our discussion, I will be present at the Monday August 14 Budget Workshop with an
approximate 7PM presentation. At that time I will be bringing various examples of the
marketing materials mentioned to enhance their knowledge of the services we offer.
In the meantime, please advise if there is additional information that I can provide which
you feel appropriate, and we will provide immediately.
Once again, thanks to the City of Fort Walton Beach for working so closely with their
business community.
Sincerely,
Ted Corcoran
President/CEO
