RE: March 5, 2013 BCC Agenda Request
Smart Policing Initiative Grant
Dear Chairman Amunds:
On behalf of the Okaloosa County Sheriff’s Office, I request that the Board of County.
Commissioners approve our request to apply for the Department of Justice 2013 Smart
Policing Initiative Grant. The total grant request is $699,979.00 which includes funding
for three investigators, services and equipment to staff an Economic/Financial Crimes
Unit. There is no local match and no requirement to maintain positions past the three
years. We have received approval via established emergency procedures to submit the
“Concept Paper” due to short time constraints. If the Department of Justice selects our
concept for further study, we will submit the full application. The grant is for a period of
three years and requires the participation of a research partner. The University of West
Florida will act as the research partner. A copy of the concept paper is attached.
I request that the Board of County Commissioners ratify the Chairman’s signature
approval of the submission of the Concept Paper under the emergency procedures and
approve the Chairman to sign the Okaloosa County full application on behalf of the
Sheriff's Office, if selected and all future grant documents during the term of the grant.
Thank you for your consideration.
oS BLL,
Larry Ashley vd

Re: Mr. Curry’s approval of emergency procedure use
Per Okaloosa County Grant Policies & Procedures invocation of the emergency
procedures allows due to unforeseen time constraints the authorization for the
Chairman to sign grant documents with the understanding that the grant package will
be presented to the Board for ratification at the next regularly scheduled meeting.
The policies also stated that approval by the County Administrator is required prior
to invoking the emergency procedures.
Please have Mr. Curry review the attached documents and approve or disapprove the
use of the emergency procedures for this grant application.
Thanks,
LD.Coers

Subject: Re: GRANT11324233 Grants.gov Submission Validation Receipt for Application
We learned of the grant opportunity on January 18, 2013. At that time, we began discussing among staff if we should
consider applying for the grant, if we could obtain a research partner, and what project would be suitable.
We reached out to Northwest Florida State College to determine if they would be interested in being our research partner. A
research partner is necessary under the terms of the grant. On January 30, they referred our question to the University of
West Florida to determine of UWF was interested and had staff with the necessary qualifications.
On Feb 1, 2013, we heard from Dr. Matthew Crow, UWF, stating a potential interest in partnering with us for the grant.
On Feb 8, 2013, OCSO staff and Dr. Crow met to discuss projects that would potentially qualify. On that date we made the
decision to submit a project.
On Feb 9 we began writing the required Concept Paper. Due to the research necessary, it was not complete until Feb 12,
2013.
