SUBJECT: Budget Resolution(s) & Transfer(s) STATEMENT OF ISSUE: Request approval of the Budget Resolutions & Transfers. Resolution amending the Fiscal Year 2015 Budget, General Fund, did not reflect adequate appropriations for budget transfer from Debt Service Fund, in the amount of $500,000. Resolution amending the Fiscal Year 2015 Budget, General Fund-Supervisor of Elections, did not reflect adequate appropriations from Florida Department of State (FDOS) for health and human services voting access for individuals with disabilities grant, in the amount of $6,318. Resolution amending the Fiscal Year 2015 Budget, County Transportation Trust Fund, reflected too much appropriations from Florida Department of Environmental Protection (FDEP) for Gap Creek watershed water quality improvements; construction of stormwater management facility improvements at the Overbrook & Tanglewood stormwater ponds grant, in the amount of ($500,000). Resolution amending the Fiscal Year 2015 Budget, County Public Health Fund, did not reflect adequate appropriations for other miscellaneous revenue equipment received from the State, in the amount of $26,978. Resolution amending the Fiscal Year 2015 Budget, Debt Service Fund, did not reflect adequate appropriations for state revenue sharing proceeds, in the amount of $500,000. Resolution amending the Fiscal Year 2015 Budget, Solid Waste Enterprise Fund, did not reflect adequate appropriations from Florida Department of Environmental Protection (FDEP) for cooperative agreement grants, in the amount of $232,666. BT-15-44, County Transportation Trust Fund. Original budget reflected too much appropriations from Florida Department of Environmental Protection (FDEP) for Gap Creek watershed water quality improvements; construction of stormwater management facility improvements at the Overbrook & Tanglewood stormwater ponds grant, therefore local cash match is not required, in the amount of $77,520. BT-16-01, General Fund. At the September 23, 2015 OCPLC governing board meeting, the board approved corrected allocations. BT-16-02, Water & Sewer Enterprise Fund. As no money is budgeted in FY16, the budget money will need to be carried forward from FY15 to FY16 for Shoal River Reservoir land purchase, in the amount of $1,281,610. RECOMMENDATION: Staff requests Board approval of attached Budget Resolutions & Transfers.
