Mearns, City Manager From: Christy R. Johnson, AICP, Principal Planner Through: Michael D. Beedie, P. E., City Engineer Date: August 3, 2009 Subject: Presentation of the CRA FY 2009 -10 Program of Projects 1. BACKGROUND: 1. 1. Ordinance No. 1747, adopting the CRA Plan Update, was approved by City Council on December 11, 2007. Chapter 11, Section 4 of the adopted Plan lists capital improvement projects through Fiscal Year 2011 -12 ( See attached section). 1. 2. The CRA Board annually reviews the listed capital improvement projects and prioritizes the projects for funding. This prioritization is the annual Program of Projects. The FY 2009 -10 Program of Projects is attached. 1. 3. Also attached are tables and charts reflecting historical CRA revenues and expenditures by neighborhood. 2. DISCUSSION: 2. 1. The CRA Program of Projects is an implementation schedule with short, medium and long -term goals. Short-term is defined as two years; medium is three to six years, and long -term is five to ten years. 2.2. The CRA Board prioritized capital improvement projects on March 4, 2009, and approved the Program of Projects on May 6, 2009. The prioritized projects are as follows: 2. 2. 1. Install LED Street Name Lights at three intersections in the CRA area - Florida Place SE & U. S. Highway 98, First Street SE & Eglin Parkway SE, and First Street SE & Perry Avenue SE. The Board suggested installing signs at major intersections on Eglin Parkway at Fourth Street SE, Hollywood Boulevard and Walter Martin Road NE in addition to the already suggested intersection of Eglin Parkway SE & First Street SE. At this time, it is not possible to install LED street name lights at Hollywood Boulevard and Eglin Parkway because there are no mast arms at this intersection. The City can only commit to installing signs at three intersections in the FY 2009 -10 budget year. The total estimated cost is 25, 000. 2. 2. 2. Continue to design and improvements in the Beal Parkway construct Neighborhood to include streetscape improvements on Carson Drive SE from Second Street SE to Fourth Street SE and on Third Street SE from Beal Parkway SE to Tupelo Avenue SE. The CRA Board has an opportunity to partner with the developer of Sound Side to complete streetscape improvements on the segments of Carson Drive SE and Third Street SE that border the proposed development. The developer is requesting the Board to contribute $ 150,000 for the installation of trees, decorative lights, and a decorative wrought iron fence. 2.2. 3. Design and construct streetscape improvements along Eglin Parkway. Staff would like to investigate the feasibility of undergrounding utilities along segments of Eglin Parkway and installing landscaped medians. There are also plans to resurface the road through an FDOT project and conduct a congestion management study. 2. 2. 4. Provide public infrastructure to facilitate redevelopment. Staff requested a list of infrastructure needs for the CRA area. Needed infrastructure consists of upgrades to water and sewer lines, street overlays, and the installation of sidewalks in both residential and commercial areas. The proposed budget for infrastructure improvements is $ 320, 194. 2. 2. 5.
