BACKGROUND: Permission to amend a Joint Participation Agreement (JPA) with the Florida Department of Transportation (FDOT), Contract AQJ 14 is being sought so that previously designated grant funds can be applied towards the expense of conducting an Environmental Assessment for a future Air Traffic Control Tower (ATCT) at Destin Airport. Goals of the original project have been accomplished and allow the stated amount of $215,182.00 to be reallocated. With amendment approval, this amount will be matched by an equal amount from airport Passenger Facility Charge (PFC) funds. The BCC approved Task Order Number 8 with RS&H on October 16, 2012 to begin the Environmental Assessment. The project would include the structure, access road and utilities. BACKGROUND: FDOT is offering a $1 million grant to be utilized toward the future construction of an Air Traffic Control Tower (ATCT) at Destin Airport (DTS). Currently, the project cost is estimated at $4 million and depending upon an on-going Environmental Assessment (EA) and design requirements, construction could take place in early FY14. This FDOT grant provides partial funding for the project. The recommended funding strategy is to utilize Federal Aviation Administration (FAA) entitlement grants from Northwest Florida Regional Airport (VPS) for the remaining $2 million, and Passenger Facility Charge (PFC) participation for $1 million with signatory airline approval. OPTIONS: Approve, Reject or Table RECOMMENDATIONS: Approve the attached Joint Participation Agreement (JPA) and authorize the Chairman’s signature by the attached Signature Resolution.
