Attachment: Okaloosa County_Peter Mayer Contract_FINAL (2) (1181 : Agreement with Peter A. Mayer Advertising, Inc.) 18 Packet Pg. 127 6.3.a BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: December 4, 2012 TO: Honorable Chairman and Members of the Board FROM: Don Turner SUBJECT: Essex Road EMS Bldg. Project Completion - Funding Request DEPARTMENT: Facility Maintenance BCC DISTRICT: All STATEMENT OF ISSUE: The Board is requested to approve funding in the amount of $44,000 to complete the remodeling of the former Garniers Wastewater Treatment Plant (WWTP) controls building into an EMS station, and facilities for the EMS shift command and EMS main supply. BACKGROUND: In February of 2012, the BCC approved of providing $65,000 to fund the remodeling of the former Garniers WWTP controls building for an EMS station and to house the EMS shift command and EMS main supply (February agenda item attached). That funding request was based on what FM staff believed the condition of the building would be at the time it was turned over for remodeling and the pre-permitting guidance received regarding the fire/life safety requirements for the facility. Unforeseen scope changes in the fire/life safety requirements and the actual condition of the building when it was turned over have driven the cost to complete the project much higher than the original estimate. The original funding for the project has been exhausted. To complete the project will require an additional $44,000 in funding (see attachment). The building contains approximately 4100 s.f. under roof. The completed project's total hard cost will be approximately $26.60/s.f. and total costs less than $65/s.f. With market prices for a remodeling project of this scope typically running more than $100/s.f., the finished project still represents a terrific value to the county. If the Board approves the completion of the project, $44,000 will be needed to finish all of the work. RECOMMENDATIONS: The Board is requested to approve funding in the amount of $44,000 to complete the remodeling of the former Garniers WWTP controls building into an EMS station and a new home for the EMS shift command and EMS main supply. Curry, County Administrator Packet Pg. 129 6.3.a.a Attachment: Agenda Request - Funding for EMS ESSEX Road (Garniers WWTP) - 02-07-2012 (1162 : Essex Road EMS Bldg. Project Completion BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: February 7, 2012 TO: Honorable Members of the Board FROM: Donald L. Turner, Facilities Maintenance Director SUBJECT: EMS Essex Road, Ft. Walton Beach - Project Funding STATEMENT OF ISSUE: Request Board to approve funding in the amount of $65,000 to remodel the former Garniers WWTP Control Building into the EMS Essex Road building. BACKGROUND: During the budget preparation process, the Facilities Maintenance Department receives more capital construction projects requests than it can complete in any one fiscal year. Funding is requested for all approved projects that are expected to begin in the year for which the budget is being prepared. On occasion, new information comes out or circumstances change that brings to light a strategic advantage in reordering the start/completion schedule for the projects. Such is the case with the EMS Essex Road project. The EMS Essex Road project was not funded in FY 2012. It is in the best interest of the county to move the project start date to FY 2012. The cost estimate for the project is $65,000 to fully fund the project. Funding ($45,000) was approved to remodel a portion of the second floor of the Brackin Building for the Property Appraiser’s office that won’t be used in FY ’12. The Board could reallocate those funds and up to $20,000 from reserves for the EMS Essex Road project. RECOMMENDATION: Request Board to approve funding in the amount of $65,000 to remodel the former Garniers WWTP Control Building into the EMS Essex Road building.
