STATEMENT OF ISSUE: The BCC is requested to approve re-bidding Skycap and
Wheelchair Services at the Northwest Florida Regional Airport (VPS).

SUBJECT: Revised ERMC Contract Amendment
DEPARTMENT: Airport
BCC DISTRICT: All
STATEMENT OF ISSUE: The previously approved amendment to the ERMC contract for
Airport preventive maintenance for the passenger loading bridges requires certain technical
corrections.
BACKGROUND: This amendment was approved by the Board on January 22, 2013 for
preventative maintenance services for the passenger loading bridges. The new addition to the
terminal added two new loading bridges and the scope of work was changed to add these two
loading bridges. The additional fee of one thousand three hundred ninety-two dollars
($1,392.00) to the current quarterly fee was approved. However the approved document did not
include language approving an effective date to enable retroactive payment of invoices from
October 1, 2012.
OPTIONS: Approve, Reject or Table.
RECOMMENDATIONS: Staff recommends the Board approve the revised amendment which
authorizes the effective date of October 1, 2012.

AGENDA REQUEST

TO: Honorable Chairman and Members of the Board
FROM: Jeff Littrell
SUBJECT: OCWS Engineering Consultants RFQ & Review Committee
DEPARTMENT: Water and Sewer
BCC DISTRICT: All
STATEMENT OF ISSUE: OCWS and Purchasing staff requests permission to move forward
with a qualifications based selection process for contracts on professional engineering services.
BACKGROUND: OCWS currently has contracts with 4 professional engineering firms: CHE
(formerly CH2M Hill), Constantine Engineering, HDR Engineering, and Polyengineering. Each
contract serves as a Master Services Agreement (MSA) to obtain professional engineering
services on specific Task Orders, which are authorized per project or scope of work required.
Professional engineering services may include but not be limited to:
1. General engineering planning, consulting, and surveying.
2. The study, permitting, design, services during construction, construction
observation/inspection services, project startup services for evaluating, modifying existing,
or constructing new water storage tanks, water wells, water supplies and resources, water
and fire pumping stations, water distribution or transmission systems, water and wastewater
treatment facilities, wastewater collection and transmission systems, wastewater pumping
stations, odor control facilities, reclaimed water systems, administration and maintenance
facilities, and warehouse and storage facilities.
3. Performing environmental assessments, developing supervisory control and data
acquisition (SCADA) systems, line locating, mapping, and geographic information systems
(GIS).
The above-mentioned contracts were executed in early 2005. Through multiple
renewals/extensions, the contracts all expire on 9/30/2013. OCWS and Purchasing staff would
now like to begin the process of obtaining new engineering contracts via the formal
qualifications based selection process. If authorized by the Board, OCWS staff will work with
Purchasing staff to formulate a Request for Qualifications (RFQ) to begin the formal selection
process. In the State of Florida per the Competitive Consultants Negotiations Act (CCNA), the
selection criteria for the award of engineering contracts are qualifications based.
Staff also recommends the following Review Committee to evaluate the statements of
qualifications received and bring back a recommendation to the Board, regarding which firms to
enter contracts with:
Richard Brannon - Purchasing Director
Packet Pg. 512
9.9.a
Jeff Littrell - Water & Sewer Director
Mark Wise - Water & Sewer Engineering Manager/Interim Deputy Director
Jason Autrey - Public Works, County Engineer
Commissioner - if desired
OPTIONS: Approve or deny.
RECOMMENDATIONS: Staff requests BCC approval to move forward with the qualifications
based selection process (via a RFQ) for professional engineering services contracts and approval
of the above-mentioned review committee. A recommendation of award will be brought back to
the BCC at a later date.

SUBJECT: OCWS Subsurface Bores RFB
DEPARTMENT: Water and Sewer
BCC DISTRICT: All
STATEMENT OF ISSUE: OCWS and Purchasing staff requests permission to move forward
with the bidding process to obtain the services of a utility boring contractor for miscellaneous
subsurface bores.
BACKGROUND: OCWS currently has a contract with Gator Boring & Trenching ("Gator") for
miscellaneous subsurface bores. The contract is set up to allow specific Task Orders, which are
authorized on a per project basis. The contract consists of unit prices for the following services:
1. Jack & Bores, 4" steel casing to 48" steel casing
2. Directional Bores, sizes 3/4" to 24"
3. Directional Bore Transition Fittings, sizes 3" to 24"
The unit prices listed in the contract is the installation price, which includes labor, material,
equipment, testing, mobilization, etc. Gator's contract was executed on 10/12/2004. Through
multiple renewals/extensions, it now expires on 9/30/2013. Since entering this contract, we have
utilized Gator for many projects over the years. Almost every major construction project where
we lay pipe requires some type of subsurface boring by Gator at roadway intersections, wetlands,
and/or confined places. They are a local contractor from Pensacola, and we have enjoyed much
success because of Gator's bores. We have found that their service and prices are the best in
Northwest Florida. For example, we had a recent project that specifically required us to bid out
directional boring (because it was funded by a grant), and Gator's prices were still lower than all
other bidders. Although we have a good relationship with Gator and they do excellent work,
staff feels that it is now time to re-bid this contract. If authorized by the Board, OCWS staff will
work with Purchasing staff to formulate a Request for Bid (RFB) to begin the formal bidding
process. After receiving bids, OCWS and Purchasing staff will evaluate the bids and bring back
a recommendation to the Board, regarding which company to enter into a contract with.
OPTIONS: Approve or deny.
RECOMMENDATIONS: Staff requests BCC approval to move forward with the formal bid
process (via a RFB) for a utility boring contract. A recommendation of award will be brought
back to the BCC at a later date.

STATEMENT OF ISSUE: OCWS staff is requesting approval from the BCC for the execution
of a third contract modification with Eglin Air Force Base for the flow charges (AKA monthly
billing rates) related to transmitting, treating, and disposing of Eglin AFB's wastewater at Duke
