Following the public interviews, the Board discussed with the Executive Recruiter, Colin Baenziger, the method by which the board would make the selection. Curry, County Administrator Packet Pg. 412 9.1.b BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: April 2, 2013 TO: Honorable Chairman and Members of the Board FROM: Kay Godwin SUBJECT: Changes to the Human Resources Policy Manual DEPARTMENT: Human Resources BCC DISTRICT: ALL STATEMENT OF ISSUE: Request BCC approval of the Human Resources Policy Manual changes identified on the attached pages and outlined below. Changes are clearly identified with strikeout for deleted language and underline for new language. BACKGROUND: The Human Resources Policy Manual requires periodic updates to remain current and relevant. Many of the recommended changes are simply clarifications or minor in nature (e.g., removing reference to the Assistant County Administrator). Other proposed changes are outlined below for further clarification: Add Section O - Pay Adjustments for Executive Band: Upon the recommendation of the Mercer Group, Inc., compensation and classification consultant, an executive pay band was created effective October 2012 tied to the County's reorganization of senior management. The proposed policy provides limited circumstances for pay adjustments to employees in the executive pay band, with a notification requirement to the BCC. Fluid Positions: In 2011, the positions of Master Equipment Technician and Master Paint & Body Technician were created to recognize ASE Certifications. The department requested to make the following positions fluid: Equipment Technician and Master Equipment Technician and Paint & Body Technician and Master Paint & Body Technician, based on the certifications the employee holds. As outlined in the proposed policy change, employees in a master level position who fail to maintain their master certification will have their job title, grade and pay changed to that of an Equipment Technician or Paint and Body Technician as appropriate. Family Medical Leave Act (FMLA) Leave: The Family and Medical Leave Act was amended on March 8, 2013. The new rule makes clear that "qualifying exigency" coverage extends to members of the National Guard and Reserves. The new rules further clarify that "covered veterans" are covered servicemembers for purposes of requesting leave under the Military Caregiver provision. OPTIONS: Approve/Modify/Disapprove
