Over the past several years, the City has developed an extensive inventory of stromwater infrastructure that includes: 34 miles of stormwater pipe, 61 surface water outfalls, 11 stormwater retention ponds, three (3) miles of ditches and stream, and over 1, 300 curb and surface drainage inlets. This infrastructure is in place to collect and convey stormwater runoff and protect property of 20,000 plus City residents. The stormwater infrastructure, some of which was originally install in the 1930's, networks through 29 local drainage basins covering more than 4,780 acres 7.4 square miles). The City recognizes the need for maintenance, rehabilitation, and new construction is a costly endeavor, especially for an aging stormwater system. Along with maintenance and infrastructure needs, regulations placed on water quality by state and federal entities have increased the need for funding. According to the National Pollutant Discharge Elimination System ( NPDES) currently enforced by the Florida Department of Environmental Protection ( FDEP), the City has five ( 5) years to implement a multitude of Best Management Practices (BMPs) addressing water quality in the City. The State of Florida is also proceeding with implementing additional water quality requirements across the state through the Total Maximum Daily Loads ( TMDL) program. The program is currently in process in northwest Florida to determine the maximum amount of pollutant loads allowed from an environmental capacity standpoint for all local surface waters surrounding Fort Walton Beach. Once the TMDLs for the local surface waters are established, the FDEP will implement criteria to keep drainage carrying pollutants into our local waters from exceeding the established TMDLs through a variety of BMPs. The requirements of maintaining and operating an aging stormwater system pained with the NPDES and upcoming TMDL programs places pressure on the City's budget already strained by other circumstances. This is in addition to having funds available to correct historical or newly noted drainage deficiencies around the City. 1. 2 SUMMARY OF WORK Tetra Tech will prepare a Stormwater Utility Implementation Report addressing pertinent items regarding implementing the City's Stormwater Utility to develop a dedicated funding source for flooding and water quality improvements and stormwater infrastructure maintenance and utility administration. Each of the following items will be included in our Initiation Report and in our Project Initiation activities. Review City's Stormwater Needs CITY OF FORT WALTON BEACH STORMWATER UTILITY EMIPLEMENTATION PLAN REPORT TETRA TECH May 28, 2008 I Develop Utility Mission Statement Finalize Program Costs Assess Institution /Management Structure Develop Recommended Utility Program to include: Rate Structure Calculate Proposed Rates Analyze Qualifying Fee Exemptions Draft Ordinance with Mitigation Credit Policy and Procedure Develop Master Utility Database Revenue Projections and Parcel Database Iterations Dispute Resolution Procedure Public Outreach Meetings and Presentations Council and Staff Meetings and Presentations Implementation Plan Report Preparation 1. 3 MISSION STATEMENT Based on input received from the City associated with the history and ongoing conditions associated with the City's stormwater management system, a mission statement was developed. The intent of developing the mission statement for the stormwater utility program is to summarize priorities of the identified stormwater management needs in the form of a short paragraph mission statement. Figure 1 -1 shows the priorities identified in developing the mission statement and the final mission statement. CITY OF FORT WALTON BEACH STORMWATER UTILITY IMPLEMENTATION PLAN REPORT TETRA TECH May 28, 2008 2 Stormwater management priorities identified by City staff and Tetra Tech: Develop prioritized list of stormwater management projects. Create preliminary stormwater master plan. Estimate construction costs for projects. Prepare the City for existing and upcoming regulatory requirements. Create dedicated funding source for stormwater management. Implement an equitable billing methodology for the users. Create long -term program for managing stormwater. Include major users in the discussion and development of the utility. Have flexibility in the utility billing applications. Streamline city staff organization to create a more efficient program. Include public education in the utility's program. Improve and preserve water quality PROPOSED MISSION STATEMENT Help our community improve and preserve natural water quality, prepare for existing and upcoming regulatory requirements, and create dedicated program for operation and man- agement of existing stormwater infrastructure while establishing and maintaining fair, flexi- ble, and equitable stormwater rates. The program and determined utility rate will be for funding the NPDES permitting and compliance, upcoming TMDL requirements, City's stormwater Capital Improvement Program (CIP), and maintaining and operating the City's stormwater infrastructure to an appropriate level of service for the City's residents including City maintained collector and arterial roads used by the general public. 2.2 NATIONAL POLLUTION DISCHARGE ELIMINATION
