General Fund revenues, the City must find creative
ways to reduce annual expenditures while maintaining the same high level of service in the
community. If the Stormwater Utility is successful, staff intends to offer a substantial reduction in
the General Fund budget (approximately $ 365, 000), without increasing manpower or decreasing the
current level of service.
Tetra Tech is approaching the end of the process for the development of a Stormwater Utility Plan
for the City of Fort Walton Beach. The purpose of this summary is to update Council on the
progress to date,
the regulatory requirements for managing a stormwater utility, and the need to
3
implement a Stormwater utility in order to adequately fund the future year requirements of the
program.
Over the course of the next few weeks, staff and the City's consultant will bring forward
for Council consideration various elements necessary for implementation of a stormwater utility.
Initially, staff will seek to gain Council concurrence for a Stormwater Utility Ordinance to be
followed by a rate resolution, with the goal of full implementation of the program on October 1,
2008.
Recommendation:
No Council Action is required on this item at this time. This report, the accompanying presentation,
and the Draft Stormwater Utility Implementation Plan Report are being provided to Council for
informational purposes as an update to the Stormwater Utility Study. During the next step in this
process, the City's consultant will provide a Stormwater Utility Ordinance for Council consideration
and approval on first reading during the June 10 "', 2008 regular Council meeting.
