EXISTING LAND USE DESIGNATIONS
6. 3 RESIDENTIAL UNITS
The data was sorted by property type to determine how many properties were categorized as
single family residential. This category also included properties with mobile homes, townhomes
up to four), and duplexes. The count of single family residential properties in the City of Fort
Walton Beach is 7,282 with 6,236 parcels containing structures (see Section 5 of this report).
6. 4 COMMERCIAL UNITS
A residential property is not comparable to that of a commercial property in the case of the
percentage of impervious area on the site. Commercial properties are typically much larger sites
or include a much larger ratio of impervious to pervious area. Commercial property information
was gathered from the same dataset provided by the Okaloosa County Property Appraiser.
Since a majority of commercial sites consist of a maximum ratio of impervious to pervious area a
mapping of the impervious areas was performed for commercial units to determine the site
impervious area for each commercial parcel. Figure 6-2 depicts the sampled commercial
properties throughout the City. For this report, 100% of the commercial sites were sampled and
the impervious area for each parcel determined from the Okaloosa County Property Appraisers
database. The range in size of properties sampled was from 0.01 of an acre to 39.48 acres with
impervious areas ranging from 0.03 square feet to 969,292 square feet. Appendix B lists the
commercial properties in the City by their parcel identification numbers and mapped impervious
area and number of ERUs based on the sampling from the Okaloosa County Property Appraisers
database. The number of ERUs for each property is generated by dividing the impervious area
by the residential ERU of 2,700 square feet.

6.5 MULTIFAMILY UNITS
Multifamily properties typically consist of a much larger ratio of impervious to pervious area similar
to that of a commercial property. The major difference between a multifamily and commercial
property is that the bill is typically distributed between a larger group of residents on a multifamily
property than that of commercial. Again a sampling of 100% of multifamily residential properties
was performed similar to that of the commercial properties from the Okaloosa County Property
Appraisers database. The sampling included a range of properties from 0.02 acre to 19.39 acres
with impervious areas ranging from 0.03 square feet to 227,505 square feet. Appendix C lists the
multifamily properties in the City by their parcel identification numbers with their respective mapped
impervious area and the number of ERUs based on the sampling from the Okaloosa County
Property Appraisers database. The number of ERUs for each property is generated by dividing the
impervious area by the residential ERU of 2,700 square feet.
6. 6 MISCELLANEOUS LAND USE
6. 6. 1 Introduction
During the study it was found that then; were a variety of other property types that did not fall
directly under the residential, commercial or multifamily categories. The data gathered from the
Okaloosa County Property Appraiser consisted of a breakdown of the different types of land use
therefore allowing the creation of an estimated amount of fee for each property type.
6.6. 2 Vacant Properties
The data gathered from the Okaloosa County Property Appraiser consisted of many properties
labeled as vacant. Vacant properties does not mean unimproved since many vacant properties
can have impervious area on the site yet not be vacated. However, it is assumed that these vacant
parcels do not have water service or do not have an active water system account with the City and
therefore, will not be billed stormwater user fees. Should a property go vacant but keep its water
system account active with the City, then the name on the water account will be billed stormwater
charges.
6.6. 3 Government Properties
All Federal, State, County and City owned property comprise this category of land use. The City of
Fort Walton Beach will not be charged for any impervious areas that it owns. This is to keep from
generating a useless paper trail. It is unnecessary for the City to generate a new budget line item
to pay themselves a utility fee. The Federal, State, and County owned lands will be charged at a
commercial rate for such properties as the U. S. Postal Office and the schools. Other government
properties considered conservation or state park will be charged at a rate equivalent to that of
vacant land.

6.6.4 Churches
Churches in the City are not charged a City tax; however since the stormwater utility should not
exclude any property contributing to the runoff and therefore considered connected to the City's
stormwater infrastructure, churches will be charged at a rate equivalent to commercial properties.
6. 6. 5 Utilities
Utility companies in the area own property within the City for operation in order to provide that utility
to customers in the City. Therefore the land owned and used by utility companies will be charged
at a commercial rate.
6.6.6 Road Rights of Way
Road Rights of Way in the City include a range of road areas. The statewide precedent for
Stormwater Utilities studies has been to not include road right of ways in the funding of a
stormwater utility. Area within the road right of ways is not considered in generating stormwater
utility revenue for the City.
6. 7 PROJECTED REVENUE
Based on the ERU determined in Section 4 of this report and the aforementioned basis for billing
non -residential and non -commercial properties, ranges of utility rates were incorporated into a
revenue database to determine a range of revenues available to the City for stormwater
improvement funding. A default factor of 5% was incorporated into the revenue projections
accounting for non -payment customers. The determined revenue ranges are not final and will
need to be rectified with the final billing/collection methodology implemented by the City. Table 6 -2
includes the range of revenues for various utility rates in the City based on the Okaloosa County
Property Appraisers database. Appendix D summaries ERU costs for existing Stormwater Utilities
throughout Florida. Please note each utility is created using different ERU basis and each
community structures stormwater utility costs in their own unique manner.
