2. 5 INSTITUTION /MANAGEMENT ASSESSMENT
Part of the plan in developing the City's Stormwater Utility is to assess the current coordination of
stormwater programs within the City's personnel structure. This includes all offices and
departments such as Utilities Department, Public Works Department, Community Development
Services, and Finance Department.
2. 5. 1 Existing Conditions
Based on numerous meetings and discussions, it was first identified how stormwater
management is currently structured within the existing City staff. Figure 2 -2 shows the
representation of this structure in an organizational chart. As it exists today, there is not
one individual identified to solely manage stormwater management issues within the City.
The City currently has an Environmental Specialist position within the Utilities Department
tasked with coordinating stormwater efforts as well as other non -stormwater
responsibilities. This includes direct coordination with the Utilities Director and indirect
coordination with the City Engineer.
Stormwater related tasks currently assigned to the Environmental Specialist include
assisting with identifying grants for stormwater improvement projects, managing existing
stormwater construction projects, managing consultants working on City stormwater
projects, construction inspection, development order review coordination, and permitting
City stormwater activities as required by regulatory agencies. The Environmental
Specialist also currently has other responsibilities that include NPDES Phase II reporting,
water quality monitoring, habitat restoration, and ordinance research and creation. There
is no staff supporting the Environmental Specialist in the current organizational structure.

2.5.2 Recommended Structure
This sub -section includes recommendations regarding organizational structure with
respect to effectively managing stormwater for the City. The recommendations are based
on experience with other municipal governments, discussions with the City regarding the
City's program needs, and understanding upcoming regulatory requirements related to
stormwater management the City will be required to meet.
The proposed organizational structure keeps the role of stormwater management under
the Utilities Director through a position identified as Stormwater Manager. It is the intent
that this position will be responsible for the following services:
Development Reviews ( Stormwater Management only)
Long -Range Stormwater Planning
Managing Consultants
Day -to -Day Operation and Maintenance
Developing and Implementing Capital Improvement Program (CIP)
Regulatory Programs and Permitting ( NPDES and TMDL)
Customer Complaints and Response
Infrastructure Mapping and Modeling
This structure includes the migration of Public Works personnel to the Utilities Department
for management by the Stormwater Manager for the implementation of CIP projects,
stormwater system operation and maintenance, and responding to customer complaints.
Positions proposed to fall under the Stormwater Manager include Foreman I, Heavy
Equipment Operator, Service Worker 11( 2), Service Worker 1( 1), and Street Sweeper
Service Worker (1).
The City Engineer would maintain responsibilities for reviewing proposed developments
from an engineering perspective but the Stormwater Manager would review with respect
to stormwater and coordinate efforts to maximize the greatest public benefit. For
example, a chronic stormwater problem area may be in the vicinity of a proposed
development that could be incorporated into the project. Another example may be that
the City may have a CIP project proposed in the same vicinity of a proposed development
and there could be a benefit to working together to implement both projects at the same
time. The important aspect to this recommendation is that it includes having a
Stormwater Manager involved with all stormwater related activities in the City.
The in -house engineering design of stormwater improvements and vacuum truck services
for stormwater structures would be managed through the Stormwater Manager and
Utilities Operations Manager within the Utilities Department. A position has been created
showing the interaction between the proposed Stormwater Manager and the Finance
Director as it relates to implementing and collecting stormwater user fees.
