SCOPE OF SERVICES
A.
Pre-design Analysis / Data Collection / Base Documentation
A field review of the site will be conducted for the purpose of gaining knowledge of
the existing character, potential, conditions and constraints unique to the property.
The analysis will include a detailed overview of existing and programmed land uses,
facility operations, functional relationships, pedestrian and vehicular corridors, utility
systems, drainage networks, and the natural site environs remaining from the prior
golf course operations.
The following data / informational resources will be collected, assembled and
analyzed:
= GIS parcel data
= Aerial photography
» Existing site plans for Marler Park and the Convention Center from archive
files.
* Existing and future lease-holder site development plans.
= Project Greenshores vision plans
This proposal assumes site development plans for the proposed Gulf Coast Marine
Center (Aqua Green Project), Wild Willy’s Adventure Zone, and the Emerald Coast
Wildlife Refuge can be made available in digital format through a request from the
Tourist Development Department. Obtaining the proposed site plan drawings for
these developments in digital format will significantly expedite the planning process.
Site Data will be assembled to create an Auto CAD format base plan for
documentation of the proposed Master Plan. This approach will provide the ability to
conveniently update the Master Plan document if alternative development programs
are considered.
Program Formation / Future Development Components
We envision one progress meeting / workshop to ascertain issues and desires relating
to future building and development programs. Exploring these component issues will
assist us in determining necessary or optimized relationships among buildings,
services and support facilities.
1. Headquarters Hotel
A development program will be prepared by Genesis Group personnel in
collaboration with convention-hotel market feasibility and economic advisors who
work nationally and internationally.

This development program will then become integrated into a conceptual / schematic
building design to evaluate site adaption with existing improvements and future
expansion considerations. These plans will be prepared by architects with extensive
hotel and hospitality industry experience.
2. Veterans Park
Based upon the general program elements established for the Veterans Park, a vision
plan will be developed to assure the land area attributed to this park is appropriately
integrated into the Master Plan and is a functional and aesthetic amenity to all
surrounding and adjacent land uses. This plan will provide the media for further
program refinement and the framework for future design development.
Cc. Master Plan Creation
Based upon the synthesis and diagrammatic coordination of the above referenced
analysis, and in consideration of current and future building programs, growth
projections and functional relationships, Genesis will prepare a Master Plan for the
project area.
Plan components will address the following:
= Future building growth.
= Building massing and spatial relationships.
= Veterans Park site, including restroom and related site amenities.
= Project Greenshores vision plan, including conservation areas and shoreline
amenities.
= Pedestrian circulation, green space and outdoor use areas.
= Vehicular access, circulation and parking.
= Conservation and storm water management areas.
Final deliverable will be a color-rendered, future development plan with all site
components clearly identified and labeled.
