Now, Therefore be it Resolved, the Okaloosa Board of County Commissioners, the Okaloosa County Sheriff' s Department; the City of Destin; the City of Fort Walton Beach; the Okaloosa County Fire- Rescue Organization; and the Okaloosa County Health Department mutually agree to the following: 1. In the event of a local emergency the Incident Manager may request the creation of a Joint Information Center (JIC). 2. In the event a JIC is requested, the Public Information Officer of Okaloosa County or his designee will have the authority to create said JIC and act as its manager. 3. The Okaloosa County PIO or his designee will assign positions within the command of the JIC. All members of the JIC Committee will be considered for positions within the JIC and will be assigned according to their availability and appropriateness. 4. All members of the JIC work voluntarily as a part of their regular agency duties. No agency, including the Board of County Commissioners, will compensate JIC members for time worked as a part of the JIC. 5. During times of EOC activation, the JIC will operate under the umbrella of Emergency Management and will coordinate all activities with the ESF -14 position.  6. If an entity activates its own EOC separate from the County, the JIC representative of such entity shall report to the entity' s EOC instead of the JIC. In witness whereof, the parties hereto have caused this Memorandum of Understanding to be executed by their appropriate officials, and shall become effective upon adoption by signature of all parties listed.
