BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: November 1, 2016 TO: Honorable Chairman and Members of the Board FROM: Catherine White, Director of Case Management SUBJECT: National Institutes of Health Web-based Systems for Grant Application and Management STATEMENT OF ISSUE: The Case Management office is working with the Okaloosa County Clerk of Circuit Court & Comptroller’s Office of Contracts & Grants (C&G) and the National Institutes of Health (NIH) to coordinate access for Okaloosa County’s designees to participate in web-based systems for grant application(s) and management of funds, if awarded. Designation of the signing official and grantee user roles is required for the system access. BACKGROUND: The systems identified by the NIH are the Grants.gov and Electronic Research Administration (eRA, managed by the NIH) through which the applications will be processed and validated. Any NIH awards will be managed within the eRA system and require the various user roles, specifically the Signing Official and Accounts Administrator to enable the registration process to begin. Okaloosa County is presently registered in the Grants.gov. OPTIONS: Approve or Disapprove RECOMMENDATION: The Board approve use of the eRA system, approval of electronic submission and delegation of electronic signature authority to the C&G, designate the Chairman as the Signing Official to approve the eRA registration process and all necessary forms to authorize the user access roles within the Grant.gov and the eRA as may be required to apply for, accept and manage awards. All NIH applications will be vetted through the internal coordination process and brought to the Board for approval prior to submission.
