SUBJECT: Award Contract for Cell Phone Waiting Area Airport

STATEMENT OF ISSUE: The Board of County Commissioners is requested to approve the
single quote and contract award to Cathey Construction & Development in the amount of
$84,993.00 to construct the Cell Phone Waiting Area Parking Lot at Northwest Florida Regional
Airport and approve the Chairman to sign the contracts. (Request for quote #38-14.)
BACKGROUND & ANALYSIS: The Cell Phone Waiting Area Parking Lot design, bid and
construction of improvements was approved by the Board of County Commissioners on
November 5, 2013. The Board also approved Purchasing to solicit quotes versus a formal bid
process on Feb 18, 2014. Cell Phone Waiting Areas are an emerging trend among commercial
service airports that facilitate traffic and pedestrian safety, airport security and efficient
convenient pickup for the traveling public. Improvements will include minor curbing, entrance
and exit lane modifications and signage to form a new cell phone waiting area. Funding will be
provided by: Federal Aviation Administration 90%, Passenger Facility Charge's 10%. The entire

OPTIONS: Approve/Reject the award of the contract with Cathey Construction & Development
in the amount of $84,993.00 and approve the Chairman to sign the contracts.
