STATEMENT OF ISSUE: Pursuant to Okaloosa County Purchasing Policy, purchases in
excess of $50,000 require Board approval prior to purchasing.
Attached is Task Order 75 from Peter Mayer Advertising in an amount not to exceed $203,725
for Emerald Christmas Campaign Media Pass Through Costs intended to "drive visitation during
the holiday season" 2013.
This initiative is identified as a separate line item (1151-548043) in the 2013-2014 budget
approved by the Okaloosa County Board of Commissioners on September 16, 2013.
BACKGROUND: On December 4, 2012 the Okaloosa County Board of Commissioners
(BoCC) entered into an agreement with Peter Mayer Advertising for the provision of marketing,
advertising, public relations, website and research services, and social media programming in
order to increase tourism and improve the overall economy of Okaloosa County.
"Compensation for Paid Media and Pass Through Costs" is specifically addressed in the
Agreement and states that "the Contractor will be paid for the actual paid media and pass through
costs incurred by the Contractor on behalf of the County with no markup. Such services
provided by the Contractor shall require a Task Order, which shall contain a detailed scope of
services/goods and an estimated not-to-exceed cost for performing such services or delivering
such goods." A copy of Task Order 75 is attached.
A summary description of the services to be provided by Peter Mayer Advertising with regard to
this campaign is also attached.
The provision of these Emerald Christmas Media Pass Through Services at a higher financial
level was specifically contemplated by the Okaloosa County Tourist Development Council
(TDC) at their September 9, 2013 meeting, and was to be recommended to the BoCC at that
higher level.
That recommendation; however, included over $300,000 for a Television/Cable component that
had to be abandoned due to timing issues regarding the completely new development and
deployment of a high quality Emerald Christmas TV Spot. The resultant Task Order 75 reflects
the net intentions of the TDC's recommendation without the Television/Cable component.
OPTIONS: Approve/Disapprove
RECOMMENDATIONS: Approve Task Order 75 from Peter Mayer Advertising in an amount
not to exceed $203,725 for Media Pass Through Costs intended to drive business to Okaloosa
County during the holiday season 2013.
