negotiations to amend our current Long-Term Lease and Joint-Use Agreement with the Department of Defense, Department of the Air Force, 96th Civil Engineering Group, Eglin Air Force Base for the design through construction of an Airport Rescue Firefighting Facility (ARFF) on Eglin Air Force Base. In order to receive designated grant funding, the airport will need to complete the ARFF design, permitting and bidding phase services. The BCC is requested to approve Task Order No. 22 with AVCON in the amount of $198,935 for the design, permitting and bidding phase services associated with the ARFF development on Eglin, AFB to serve the Northwest Florida Regional Airport (VPS) under current Contract No. C08-1683-AP3-152. BACKGROUND: VPS encompasses a 130 acre lease hold through a Long-Term Lease and Joint-Use Agreement with the Department of Defense. Defined by the FAA, VPS is a Class 1 Scheduled Service Airport, ARFF Index C and licensed as a Part 139 Commercial Service Airport. Operators of Part 139 Airports must provide ARFF services during air carrier operations. The airport is required to have an Airport Rescue Fire Fighting Facility with support as outline in the Federal Airport Certification Regulation, Title 14, Code of Federal Regulations, Part 139 Index D Standards. FAA requirements are met or exceeded by the USAF through the Joint-Use Agreement. The ARFF support to commercial services aviation activities must meet the following criteria: Within 3 minutes from the time of the alarm, at least one required aircraft rescue and firefighting vehicle must reach the midpoint of the farthest runway serving air carrier aircraft from its assigned post or reach any other specified point of comparable distance on the movement area that is available to air carriers, and begin application of extinguishing agent. Within 4 minutes from the time of alarm, all other required vehicles must reach the point specified from their assigned posts and begin application of an extinguishing agent. The Eglin Air Force Base, 96th Civil Engineering Group Fire Department emergency response personnel and equipment are positioned near the runway midpoint 30 minutes prior to an inbound commercial aircraft and 15 minutes after the last outbound flight. The County and USAF lease expires in 2032. The new negotiations will establish a short-term amendment to our current Long-Term Lease in order to meet the Military Airport Program (MAP) grant deadline of July 26, 2013, established by the FAA to submit the design, bids and recommendation of a contract award. This short-term amendment to the current Long-Term Lease and Joint-Use Agreement will satisfy the FAA's requirements and allow sufficient time to Packet Pg. 378 8.3.b negotiate the new Long Term-Lease and Joint-Use Agreement which will define a lease hold extension, services in kind, airfield use and the ability to define future VPS capital projects and operations caps. VPS has been designated back into the Military Airports Program with a request for $1,800,000 of MAP funds, and is requesting $100,000 in PFC authority along with funding from the FDOT in the amount of $100,000 to design and construct an ARFF Facility on Eglin AFB in a partnership with the Department of the Air Force. The ARFF will consist of approximately 8,000 sf Airport Rescue and Firefighting Facility on a 4.5 acre leased parcel on Eglin Air Force Base. The ARFF will include truck bays with associated truck drive-through pavements, vehicular parking lot, utility design and stormwater management facilities. Eglin AFB will equip and man the ARFF. At this time, staff is recommending various pavement preservation techniques that will allow maximum benefit for the allotted funds. Additionally, Staff has also compiled a list of roads that had previously been cold mix treated that now require rehabilitation in order to preserve the roadway from further deterioration. Both lists are generated through a combination of input from staff members as well as citizen inquiries. BACKGROUND: The Board of County Commissioners budgets $500,000 annually for the resurfacing/treatment of paved County roadways. Funds are budgeted at $100,000 per commissioner district. Additionally, the BCC budgets $200,000 annually for the rehabilitation/preservation of roads that have been previously cold mix stabilized in the CIP budget. These funds are not budgeted by district, but are applied to Districts 1 and 3 for the most part because this is where the majority of cold mix stabilized roadways are located at this time. OPTIONS: Approve/Disapprove. RECOMMENDATIONS: Staff recommends approval of the annual resurfacing/pavement preservation/cold mix rehabilitation lists as proposed.
