commissioners has not yet taken action regarding this item. Recommendation: The Board of County Commissioners should direct staff to develop a formal process to implement this incentive. The AHAC could serve as an appropriate sounding board for any proposed regulatory or procedural changes that could affect the affordability of housing. j. Incentive: The preparation of a printed inventory of locally owned public lands suitable for affordable housing. Review Synopsis: As part of its Geographic Information System, the County maintains an inventory of all publicly owned lands which it utilizes for a number of purposes. This information is free and readily accessible through the County’s website. Any provider of affordable housing can at no cost search the entire County inventory for properties as may seem most desirable for housing from which a request for such use could be presented to the Board of County Commissioners. However, a recent inventory of County-owned property intended to identify properties that could be made available for sale indicates that the County has very few properties that are both suited for development as well as unencumbered by Packet Pg. 367 8.1.a.a 2013 AHAC Triennial Incentive Review and Recommendation Report Page 7 of 8 plans for public infrastructure (stormwater ponds, road right-of-way, parks, etc). City Council periodically reviews all public lands in Fort Walton Beach and determines the best use for them. This was most recently done in 2011. This information Attachment: 2013 Triennial Report Final (1603 : Acceptance of SHIP Triennial Report) is available by request at City Hall. Board Action: This issue does not require Board action; the entire inventory of county properties is available on-line free to all viewers. Recommendation: County staff should continue to maintain and provide at request inventories of publicly owned land. k. Incentive: The support of development near transportation hubs and major employment centers and mixed-use developments. Review Synopsis: Through the upgrade of its Bob Sikes and Arbennie Pritchett water treatment plants and associated installation of transmission lines connecting existing and future growth areas, as well as through its road paving programs and its 5 year Capital Improvements Plan, Okaloosa County is actively trying to support development in areas suited for growth. In addition, the 2010 Land Development Code revisions included creation of a “Mixed Use” zoning district intended to encourage diversification of land uses in existing urbanized areas. The City of Fort Walton Beach supports development in mixed-use zoning districts by broadening the permissible uses and relaxing development standards. Maximum allowable density has been increased and the Land Development Code contains bonus incentives for mixed- use developments. Board Action: No further action needed at this time. Recommendation: The County and City should monitor the effectiveness of their respective infill strategies, and as provided in i., above, should direct staff to coordinate their capital projects programming whenever feasible to compliment efforts to provide affordable housing. IV. Additional Recommendations Okaloosa County/City of Fort Walton Beach AHAC has no additional recommendations at this time, and remains committed to working with the County and the City to implement the incentives and recommendations discussed above. Task Order #61 is attached for your review. BACKGROUND: OCWS has a 16" water main on the south side of Highway 98 near Hurlburt Field. FDOT is planning to build a new interchange (FDOT project # 415067-2-52-01) at the entrance to Hurlburt (Cody Avenue). As you are aware, this Cody Avenue Interchange is being fast-tracked by the state. In our early stage plan review and coordination with FDOT no utility conflicts with our 16" water main were identified. A few months ago, the design was changed to extend the turn lanes. This then created a conflict with the drainage scheme, resulting in a 1,015 LF portion of the water main that will have to be relocated. The water main will need to be significantly lower in its present location. A new 20" diameter directional bore is needed to relocate the water main - see attached aerial photo, which depicts the approximate location of the proposed bore. The roadway construction is scheduled to start in July, and FDOT has requested that all utilities be completed with relocations by then. OCWS currently has $75,000 in the FY2013 budget for FDOT relocation projects. This Task Order is the largest component of this relocation project, but there are other costs to be accounted for, such as: engineering, permitting, material/labor/equipment for the connections, concrete encasement, etc. This total project could cost up to $300,000. Whatever is spent above $75,000 will come out of OCWS reserves, which are adequate to fund this project. OPTIONS: Approve or deny. RECOMMENDATIONS: OCWS requests BCC approval to authorize the Chairman to execute Gator Boring Task Order 61, for a not to exceed amount of $128,306.15. Villani SUBJECT: Request to Seek Underwriter RFQ DEPARTMENT: Airport BCC DISTRICT: All STATEMENT OF ISSUE: The Board of County Commissioners is requested to authorize staff to prepare a Request for Qualifications (RFQ) for soliciting underwriter services to refund the 2003 Series of Airport Revenue Bonds. BACKGROUND: The Airport plans to issue approximately $10,000,000 of senior lien airport revenue bonds in order to reduce debt service costs by as much as $80,000 a year given the current bond market performance. Approximately $8,000,000 will be used to refund the Series 2003 bonds eligible for redemption on October 1, 2013. This portion of the new issue will be secured by Passenger Facility Charges collected by the Airlines. The remaining $2,000,000 will be used to refinance a current commercial paper bank loan outstanding through the Florida Association of Counties. Airport general revenues will secure this portion because this loan financed non-PFC eligible projects. The Airports Department also requests approval for the following people to serve on the selection recommendation committee: Mr. Gary Stanford, Mr. Mike Stenson, Commissioner Kelly Windes, Mr. Richard Brannon and Mr. Dino Villani or the new Airports Director.
