7.13 BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: April 16, 2013 TO: Honorable Chairman and Members of the Board FROM: Rick Owen SUBJECT: Change of Date for Final Budget Public Hearing DEPARTMENT: County Administrator BCC DISTRICT: All BACKGROUND: At the Budget Policy Workshop held on April 9, 2013 at 6 pm in the Water & Sewer building, the Board considered a request to change the date for the final Public Hearing on the Fiscal Year 2014 Budget from Tuesday, September 17th, to Monday, September 16, 2013, pending staff providing details on the feasibility this modification. F.S. Chapter 200 - Covers TRIM (Truth in Millage). 1. Hearings must be held Monday through Friday after 5:00 p.m. or any time on Saturday. Do not hold hearings on Sunday. 2. Within 15 days after the tentative budget hearing (September 5), the taxing authority advertises its intent to adopt a final millage and budget. 3. Hold the public hearing to adopt the final millage rate and budget within 2 to 5 days after the advertisement is published. Further, the final Public Hearing for the County Budget cannot occur on the same night as the County School Board meeting. The 2013 Okaloosa County School Board calendar does not have a meeting for September 16, 2013. OPTIONS: Approve/disapprove modifying calendar. RECOMMENDATIONS: Staff recommends modifying calendar to move date for final Public Hearing on Fiscal Year 2014 Budget from September 17th to September 16, 2013. Curry, County Administrator Packet Pg. 290  7.14 BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: April 16, 2013 TO: Honorable Chairman and Members of the Board FROM: Paul Lawson SUBJECT: National School Lunch Program Grant DEPARTMENT: Corrections BCC DISTRICT: All STATEMENT OF ISSUE: The Okaloosa County Department of Corrections requests authorization for staff to submit on-line renewal of a grant application to receive funds from the Department of Education's Florida Department of Agriculture and Consumer Services' National School Lunch Program. BACKGROUND: The Department of Corrections, in cooperation with Okaloosa County School Board, provides educational opportunities for juveniles and youthful offenders in accordance with FSS 951.176. Consequently, the Department of Corrections is eligible to participate in the National School Lunch Program, and to receive reimbursement for expenses related to meals for juvenile inmates who qualify for the program. This program is renewable annually and in FY12, the Department received reimbursement in the amount of $15,185.30 OPTIONS: Approve or Disapprove RECOMMENDATIONS: We recommend the Board authorize the staff’s submission of the on- line grant application renewal and the Chairman to sign any other grant documents for the term of the grant.
