TOURIST DEVELOPMENT DEPARTMENT MEMORANDUM
DATE: October 23, 2014
TO: Tourist Development Council
FROM: Ed Schroeder, Tourist Development Department Director
SUBJECT: Establish Film Commissioner as a County Employee
Background
The current contract for Emerald Coast Film Commission Services was awarded in January 2012 and
expires in January 2015. If the TDC chooses to retain this contracted service, an RFQ must be issued
next month as required by county policy.
The TDC recommended an increase in the contractor’s compensation as part of the FY 2014-15 budget
at its May 29 meeting. The FY 2014-15 recommended budget includes the following Film Commission
expenses totaling $100K: compensation $45K, travel and trade shows $28K, and operating expenses
$27K.
Discussion
In lieu of issuing an RFQ for Film Commission Services in preparation for the current contract
expiration in January 2015, staff recommends internalizing the film commission within the Tourist
Development Department. This action would enhance the performance of this position by the
following:
• Align our organizational structure with state and national norms
• Enhance supervision of this position by management
• Improve coordination with stakeholders, the agency, management and staff
• Facilitate payment of expenses related to film commission activities
TDC Recommendation to BCC
Recommend approval to establish a new TDD staff position for Film Commissioner. The FY15
adjusted budget is estimated to be $116,200:
• Salary & benefits $61,200
• Travel and trade shows $28,000
• Operating expenses $27,000
