MPB Case# 07-- FP) REQUEST: Final Plat approval for Lapee Subdivision a replat of a parcel of property into two ( 2) lots, for the purpose of transfer of ownership of proposed Lot 2. The property is located at 151 Rainbow 14g.. Drive NW. The reCiuest is made by Merle Thumma, Authorized Agent for Betty Jean Godwin, owner. Dowco One of Florida, Inc. is the plat preparer. BACKGROUND: The request site i.neludes 0.64 acres of land lying on the west side of Rainbow Drive NW 800 feet north of the intersection of that street with Holmes Boulevard NW. The parcel includes the remaining portion of the " Resubdivison of Lots 11& 12, Block 1, Bel-Air Addition & Lots 12 & 13, Block 1,. Bay Ridge Addition Subdivision". . The site is developed with a one- story CBS detached single family residence and accessory structures bu11t in 1957. The current owner has owned the property since June 1973. The parcel has been zoned R- 1A Single Famity OweUingDistrict since 1960 when ~oning was established in the City. The applicant must submit a final plat document for review and recommendation by the Municipal Planning Board and City CouncU approval before transferring ownership or requesting a final development order (building permit). The Municipal Planning Board ( MPB) considered the .proposed plat at their meeting on March 1, 2001. The MPB voted 6-0 ( Fiasco absent) to recommend that City Council approve the proposed final plat. There was no public comment either supporting the request or in opposition to the request. The application is ready for consideration and approval of the City Couni<l:on March 13, 2007. DISCUSSION: The applicant is requesting thatlhe existing developed parcel be split into two lots; Lot 1100 feet wide and 14, 880 s.f. in area and Lot 2, 95 feet wide and 13, 082 s. f. in area. The owner can then transfer ownership of the undeveloped Lot 2 for development. Therefore the two (2) proposed lots each meet the minimum standards for lots in the R- 1A District. The proposed lot configurations a,re al1 consistent with applicable Land Development Regulations and COmprehensive Plan requirements according to the Z&B Supervisor. The Engineering Division of the Public Works Department, the Fire Department, the Zoning and Building Supervisor and the City Surveyor provided memoranda recommending/approving the proposed plat ( see Exhibits E, F, G & H attached to Staff Report. Staff recommends that the MPB find the proposed Final Plat for Lapee Subdivision consistent with Comprehensive Plan and Land Development Code and forward a recommendation to City Council for approval. RECOMf,4ENDATION: The Muni~ pat Planning Board recommended that City Council approve the Final Plat for Lapee Subdivision.
