BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: April 19, 2016 TO: Honorable Chairman and Members of the Board FROM: Elliot Kampert SUBJECT: Approve Revisions to 2016/17, 2017/18, and 2018-19 Local Housing Assistance Plan DEPARTMENT: Growth Management BCC DISTRICT: ALL STATEMENT OF ISSUE: Based on comments received from the Florida Housing Finance Corporation which oversees the State Housing Incentives Partnership (SHIP) program, it is necessary to re-format and revise the Local Housing Assistance Plan adopted by the Board on April 5, 2016 through adoption of Resolution 16-70. BACKGROUND: Part VII of Chapter 420 of the Florida Statutes creates the State Housing Initiatives Partnership (SHIP) program which provides funds for the provision of affordable housing. The statute also requires that every community wishing to receive SHIP program funds must develop a Local Housing Assistance Program that must be updated every three years. The County and City of Ft Walton Beach must adopt by resolution the Local Housing Assistance Plan (LHAP) for Fiscal Years 2016/17, 2017/18, and 2018-19 in order to qualify for SHIP program funds. The FY 16/17-18/19 LHAP must be submitted to the Florida Housing Corporation no later than May 2, 2016. The FY 16/17 - 18/19 LHAP was developed by the County’s SHIP provider, the Okaloosa Community Development Corporation (OCDC), and approved by the Board on April 5, 2016 through adoption of Resolution 16-70, after which it was transmitted to the Florida Housing Finance Corporation (FHFC) as required by law. However, in its initial review the FHFC determined that the format in which the LHAP had been presented did not comply with recent format changes of which the OCDC was unaware. The attached FY 16/17 - 18/19 LHAP has been written by the OCDC in accordance with the format prescribed by the Florida Housing Corporation. The changes include reformatting and the addition of subsections under I Program Details; I. Waiting list procedures, U. 20% Set aside, and V. Homelessness. There are no changes to any of the housing strategies, nor are there any changes to the budget amounts provided in the LHAP approved by the Board on April 5. If approved by the Board, the attached LHAP will replace the LHAP attached to Resolution #16-70. RECOMMENDATION: The Growth Management Department requests that the Board: 1. approve the attached FY 2016/17, 2017/18, and 2018-19 Local Housing Assistance Plan; 2. authorize and direct the Contracts and Grants office to replace the LHAP adopted on April 5, 2016 with the attached revised LHAP and transmit the revised LHAP to the  Florida Housing Finance Corporation prior to May 2, 2016; and 3. authorize the Chairman to sign all other SHIP documents necessary during the term of the LHAP.
