SUBJECT: Award Purchase of a Packaged Generator System

STATEMENT OF ISSUE: Bids were opened on October 24, 2013. Two (2) bids were
received (see attached). Energy System Southeast, LLC. (Birmingham, AL) is the low
bidder meeting specification in the amount of $65,215.00.
BACKGROUND: OCWS has a contract with Eglin Air Force Base to construct facilities
that will result in the closure of four out-of-date wastewater treatment plants and
allow for the diversion of flow to the County’s State of the art Arbennie Pritchett
Water Reclamation Facility. OCWS forces will be constructing a new sewer pump
station at the site of the existing Eglin AFB Plew treatment plant. It was determined
that the emergency backup system for this pump station will be the provision of the
230 KW diesel powered generator. Funding is in the FY 14 Budget and is 100%
reimbursed by Eglin AF Base.
OPTIONS: Approved or Reject
RECOMMENDATION: Staff recommends awarding to Energy Systems Southeast, LLC,
they being low bidder meeting specifications in the amount of $65,215.00.
