BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: March 1, 2016
TO: Honorable Chairman and Members of the Board
FROM: Elliot Kampert
SUBJECT: Approve Designated Authority for FTA TrAMS Access
DEPARTMENT: Growth Management
BCC DISTRICT: All
STATEMENT OF ISSUE: In order to utilize Federal Transit Administration (FTA) grant
funds, it is necessary to enter and maintain data in the FTA's Transit Award Management System
(TrAMS) to which access must be specifically authorized by the Board of County
Commissioners.
BACKGROUND: The Transit Award Management System (TrAMS) is the successor system to
FTA's former TEAM system which served the same purpose. The Board of County
Commissioners initially designated its TEAM users in 2006, and has subsequently changed its
designees over time as necessary. As required by FTA regulations, the attached letter authorizes
the Chairman and Attorney access to the TrAMS. It should be noted that the letter has been
prepared in the format prescribed by the FTA.
RECOMMENDATIONS: Staff recommends that the Board of County Commissioners
authorize the Chairman and Attorney to sign the Designation of Signature Authority for the
Federal Transit Administration's (FTA) Transit Award Management System (TrAMS), and that
the Clerk of Court's Office of Contracts and Grants be authorized to create user accounts for the
Chairman and Attorney and submit the fully executed document to the FTA within TrAMS.
