BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: January 7, 2014 TO: Honorable Chairman and Members of the Board FROM: Kay Godwin SUBJECT: Purchasing Manager Signature Authority DEPARTMENT: Human Resources BCC DISTRICT: STATEMENT OF ISSUE: Request Board approval for the Purchasing Manager to authorize and sign contractual, financial and other purchasing-related transactions outlined in BCC approved purchasing policies. BACKGROUND: The Purchasing Manual & the Tangible Personal Property, Commodity Inventory & Accountability Manual references the authority of the Purchasing Director to facilitate review and approval processes for contractual and financial obligations as well as asset management and acquisition/disposition for the County. Forms and approvals that are required, based on these two manuals, have designations for the Purchasing Director’s signature. As part of a county-wide reorganization in 2011, the Purchasing Department was placed under the Human Resources Director for reporting purposes, and the Purchasing Director was re-titled to Purchasing Division Director. The Purchasing Division Director position was slated for elimination through attrition. With the retirement of Purchasing Division Director Richard Brannon, the position has been refilled with Zan Fedorak as Purchasing Manager. This requested action will allow county-wide purchasing transactions to continue without interruption. Otherwise, any action that requires the approval and signature of the Department Head will be authorized and signed by the Human Resources Director. In the coming weeks, staff will review policies and procedures in detail and bring recommendations for any additional policy modifications, as needed. OPTIONS: Approve/Deny RECOMMENDATIONS: Staff recommends the Board approve for the Purchasing Manager to authorize and sign contractual, financial and other purchasing-related transactions outlined in BCC approved purchasing policies. RECOMMENDED BY: APPROVED BY: Ernie Padgett, County Administrator
