Goodwin made a motion , seconded by Mr. Harris , to authorize
staff to review and bring back to the Board for its
consideration , various economic development incentives that
would assist with the County ' s other ongoing incentive programs .
Mr. Harris said it ' s a great suggestion and would be a great way
to entice businesses to come to the area , especially if they are
going to create jobs .
Mrs . Ketchel said she applauds Mr . Goodwin for being creative,
but she will not support the motion because she feels our
enterprise funds should not be used as a bank .
Mr . Boyles said when starting a new facility it can be difficult
to pay for that unanticipated cost and said he believes the fee
is the right thing to have in place to pay for infrastructure .
Mr . Boyles said it is important to note that the biggest payer
of capacity expansion charges in Okaloosa County is Eglin Air
Force Base . He further stated that a specific and limited
program tied to Economic Development Ad Valorem Tax Exemption
(EDATE) , which is a job creation program , he will support , but
asks when designing the program that it not be tied to the
business but to the property which will continue to receive the
benefit of the fee waiver or delay through a lien or tax
assessment.
Mr . Windes said if it ' s tied to EDATE they are given
consideration . 4 yeas , 1 nay (Mrs . Ketchel voting no) .
