PUBLIC COMMENTS
Mr. Clark Barrow , address protected , addressed the Board
requesting the Solid Waste Request for Proposal (RFP) be amended
prior to advertising . He said he has experienced some serious
issues with waste pickup , especially bulk pickup. He feels the
opportunity for a new contract is an opportunity to fix problems
that have persisted and cost the community , himself (property
manager) , and the property owners he manage for the cost
associated with not having garbage picked up .
Mr . Charles Wimberly , East Miracle Strip Parkway , Mary Esther ,
provided comments regarding the Solid Waste RFP and concerns he
has experienced with bulk waste as a property manager . He feels

the proposed RFP for once a month service will create more
garbage than can be picked up because of increased accumulation ;
less frequency is not a good deal and said the proposed RFP is
inadequate to handle the problem .
Mr . George Barrow , Mooney Road , Fort Walton Beach , addressed the
Board about the Solid Waste RFP as it relates to comingling
garbage with recycling . He said procedures need to be
implemented to address the matter and suggested that
contaminated recycling be marked as garbage , picked up , and
processed as garbage . He provided the Board with a list of
suggested changes he believes will address the problems
identified in the associated paragraphs. He further stated the
landlords have been carrying this load on their shoulders and
need help (through this contract) and asked the Board to address
the problems .
Ms. Mary Wal ton , Pocahontas , Fort Wal ton Beach , spoke to the
Board about the Solid Waste RFP and feels going to once a month
service is unacceptable and will make the problem worse . As a
real tor she tours properties weekly and feels the County needs
to be more responsible , educate the public , and pay more
attention to contracts negotiated with companies entrusted with
helping keep our cities clean . She asked that consideration be
given to homeowners who have lived at a residence for extended
periods but for unforeseen circumstances have to relocate .
Ms . Ann Encardes , Waste Management (WM) , Hill Avenue , Fort
Wal ton Beach, thanked the public for their comments . She said
some of their points have to do with the way the contract is
written and the services they are to provide . She stated WM has
served "the Okaloosa community for 25 years and has dedicated men
and women who are highly trained and skilled and receive ongoing
training ; their drivers are trained from a safety aspect. She
said you hear the negatives in situations of this nature, but
feels it important to keep the positive things in mind the
company does on a daily basis .
Mr . Keith Wood , Berger Place , Fort Walton Beach , states he
manages about 1 , 500 properties , mostly in Okaloosa County and
has concerns about what the RFP is requesting . He said his
concern is the RFP verbiage and asks that it ' s clarified before
proceeding with advertising .

VISITOR - MR . FRED WESTFALL , FLOOD INSURANCE PREMIUM
Mr . Fred Westfall , Pelham Beach Drive , Shalimar , said he is
asking the Board to correct a situation that has evolved for
over seventeen years ; since he moved into his home in September
19 98. He said his home flooded the first day he moved into it
which was during Hurricane George and to his understanding no
flooding occurred previously . He said the cause of flooding was
determined to be a restriction of stormwater outflow pipe . Mr.
Westfall said he purchased flood insurance as a result of having
to pay for the flood damage himself. He said his home flooded
again in April 2005 and April 2014 . He said his flood insurance
increased from less than $400 for the past 16 years , to almost
$2 , 000 in April 2015 as a result of his house flooding twice in
10 years . He said by FEMA rules his home only qualifies for
standard rate versus the preferred rate he previously received .
Mr . Westfall said if the County had fixed the problem prior to
2014 he would still be paying the preferred rate , but his home
will no longer qualify for that rate and asked the County to pay
the difference between the two rates , which is approximately
$1 , 600 annually . He said although there is no standing water
from the recent rains , he feels the problem is only a temporary
fix .
Mr . Windes proposed that Mr . Kampe rt , Mr . Stewart , and Staff
provide an analysis of the situation and make a recommendation
to the Board . Mr. Westfall stated his policy is due this month
and asked for a response as soon as possible .
Mr. Boyles said Mr . Westfall ' s request would set precedence
which he feels is inappropriate and suggests he look at another
branch of government if he feels he has recourse .
Mr. Goodwin said the issue raises a red flag with him but
prefers a staff analysis because there may be other options
available .
Mrs. Ketchel asked if it would be possible to receive the
analysis before May 1 , 2016 which Mr . Stewart said yes.

VISITOR - MR . LA WOODALL , SUB-LEASE SPACE FROM SURFSIDE VENTURES
FOR PLACEMENT OF ICE VENDING MACHINE AT BOARDWALK
Mr . L . A. Woodall , The ARC of the Emerald Coast (formally known
as Horizons) , requested the Board ' s approval to sub-lease county
property at the Boardwalk for placement of an ice vending
machine . He said there is no expense associated with the ice
vending machine and all proceeds would go to the ARC . He also
asked the Board ' s consideration regarding waiver of tap fees .
Mrs. Ketchel said she could not support his request for a waiver
consideration because allowances would have to be made for all
non-profit organizations . Mrs . Ketchel made motion , seconded by
Mr . Boyles , to approve the sub-lease space from Surfside
Ventures for placement of ice vending machine at Boardwalk .
Following additional discussion , Mr . Goodwin said he wanted to
ensure the motion didn ' t include a tap fee adjustment that ' s
available at the administrative level already at the Water &
Sewer Department . He
