government building. Mr. Smith reviewed the anticipated project schedule for construction with an occupied building, which would take about 24 months total, compared to that of a vacated building which could be completed in about 15 months. Schematic design estimates were provided, as well as the fees for Phases 1 and 2. It was pointed out the original fee basis (Exhibit C) was based on a construction budget of $8,000,000. A revised Exhibit C was submitted for a construction budget of $17,000,000. Mr. Smith stated the request before the Board today is for approval of Phase 1. March 3, 2015 -11- Minute Book 72, Page 191 Okaloosa County Board of County Commissioners Mr. Boyles referred to the revised Exhibit C and stated the Board is seeking support from the Legislature to close the gap on the original ©proposal ($8,000,000) to the new one ($17,000,000) . He reported that Senator Evers and Representative Gaetz have committed their support. Mr. Harris commented that he has been involved in two major projects during his tenure as commissioner and expressed how pleased he is with what was presented today compared to previous presentations. He said the information was clear. Mr. Harris thanked Mr. Boyles for helping to bring this presentation forward. He also thanked the Board for its support, saying “We have needed this for so 1long.” Mr. Harris said the people understand the importance of having a beautiful county seat. Mr. Goodwin asked if unoccupied construction is possible. He also questioned proposed use of EIFS rather than stucco. Mr. Goodwin said the proposal is to expand the footprint of the facility with a $17 Million cost. He asked 1if this could be scaled back pending availability of future funds. Mrs. Ketchel asked Allyson Michael, Court Administration, to comment on the possibility of moving everyone out of the facility. Ms. Michael replied that she would need to speak with the judiciary but feels it would be impossible to move completely out of the Courthouse for construction purposes. With regard to the other guestions posed by Mr. Goodwin, Mr. Alsop stated they are not proposing the use of EIFS or synthetic stucco. He also reported they are regquesting only authorization to go forward with Phase I or the design element at this time. Mrs. Ketchel asked Mr. Boyles and Mr. Harris to comment on the proposed appearance, saying she envisioned large pillars for a Southern-style courthouse and not fashioned after the Annex Extension. Mr. Boyles said pictures of the original Courthouse were circulated but that structure burned and the current facility took its place. He stated if the original structure was still in existence he would look at preserving the historic building but that is not the case. Mr. Boyles said he believes the design team did a good job and likes the fact the entrance will be returned to the Main Street side of the facility. Mr. Harris replied he is more about function, space and costs. Mrs. Ketchel noted that her husband is a sitting Circuit Court Judge and asked the County Attorney if there will be any March 3, 2015 -12- Minute Book 72, Page 192 Okaloosa County Board of County Commissioners conflict for her to vote on this project. Mr. Stewart replied there will be no problem because there will be no personal gain for her. Mr. Windes said it is important to be proud of the County Seat, saying the design looks good.
