RESOLUTION 2006- 04
A RESOLUTION OF THE CITY OF FORT WALTON BEACH, URGING
MEMBERS OF THE FLORIDA LEGISLATURE TO SUPPORT THE
FOLLOWING NORTHWEST FLORIDA ISSUES DURING THE 2006
LEGISLATIVE SESSION.
WHEREAS, the Northwest Florida League of Cities includes 50 cities, representing over
440, 000 constituents, and works closely with the Florida League of Cities in representing the
interests of Northwest Florida' s municipalities to the Florida Legislature, the Executive Office of
the Governor, and state agencies; and
WHEREAS, the Northwest Florida League of Cities solicited input from its member and
non- member cities regarding the major legislative issues for focus in 2006; and
WHEREAS, the City of Fort Walton Beach was actively involved in developing these
priorities and offers the utmost support for these legislative issues.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF FORT WALTON
BEACH:
Section 1. That the City of Fort Walton Beach urges Governor Jeb Bush and members of
the Florida Legislature to:
Vigorously oppose any efforts to impose unfunded mandates on municipalities.
Vigorously oppose any attempts to usurp or reduce the Home Rule governing authority of
municipal government.
Support a Growth Management " Glitch" Bill that clarifies provisions of CS/ CS/ CS/ SB
360 passed during the 2005 Legislative Session, to ensure state oversight over
comprehensive planning activities is minimized, promote local flexibility in the
establishment and implementation of impact fees, building permit fees, and other fees,
provide adequate funding for technical assistance and infrastructure needs, and better
define the role and interests of state government in local planning functions.
Strongly support funding for improved and expanded wastewater, potable water, and
surface water infrastructure facilities. The establishment of a dedicated revenue source
for small and rural cities to expand capacity and retrofit existing infrastructure is critical.
Support legislation that preserves or enhances the Home Rule powers of municipalities to
create and effectively use Community Redevelopment Agencies ( CRAs) to redevelop and
revitalize urban areas, including the use of tax increment financing, and enhances local
control and disposition of disputes between local governments over such agencies and
financing. -
Support legislation rescinding or effectively reforming the requirement of government
agencies to release Social Security numbers of their employees and residents to private
sector companies upon request, specifically recommending the deletion of Chapter
199. 0721 (3), Florida Statutes.
Support legislation and programs that ensure a more equitable and fair distribution of SIS
transportation funds for identified needs in Northwest Florida and for studies and
programs that identify and integrate into SIS funded projects necessary for local and
regional road expansions and improvements.
Support legislation that increases funding for affordable housing programs, perpetuates
the full funding and operation of the Affordable Housing Trust Fund, and removes the
cap on funds available and targeted for affordable housing in Florida.
Section 2. That a copy of this resolution shall be provided to Governor Jeb Bush, Senate
President Tom Lee, House Speaker Allan Bense and members of the Florida Legislature.
Section 3. This Resolution shall take effect immediately upon approval by the City
Council and signature of the Mayor.
Dated this 14th day of February, 2006.
