Recycling
division. This reduction in force is the result of transitioning from curbside residential
weekly
recycling collection to drop- off locations and will be achieved through vacancies and attrition. In
addition, one sanitation operator position will be reclassified from the
recycling division to the
solid waste division. The Sanitation Fund has
experienced a net loss in each of the last three
years and the current rate structure does not provide sufficient revenues to support service levels.
Over the past ten years recycling tonnage has decreased 54% - from 836 tons to 385 tons -
while personnel, fuel, and other operating costs have increased,
yet recycling rates remain
unchanged sincl3 inception over ten years ago. Replacing weekly curbside residential recycling
collection with !vitO drop- off locations is estimated to save approximately $ 111, 000. Staff is in the
process of preparing a rate study for garbage collection, which will be presented to City Council
for consideration early in the FY 2006- 07 fiscal year.
h. Budget & Grants Manager - The Financial Analyst position will be reclassified from the Finance
Department to the City Manager' s Office in order to provide better alignment with citywide goals
and increased responsibilities in the development and administration of the
City' s operating
budget, capital improvements program, and performance measures.
i. Recreation CoordinatorlYouth - One Recreation Supervisor position in Parks & Recreation
Administration will be reclassified to reflect that the incumbent's duties are more in line with the
specifications of a Recreation CoordinatorlYouth.
j. Code Inspector III - The Chief Code Inspector position will be reclassified to a Code
Inspector II
position in conjunction with code enforcement duties being realigned to the Building & Zoning
division from the Neighborhood Improvement division.
k. Service Worker I - The starting grade/ step for three Service Worker I positions in the Sewer
Collection division will increase from 12/ 1 to 13/ 1 in order to recruit and retain
personnel for these
positions.
4. Upward trends in the cost of fuel and utilities are anticipated to continue. Consequently, an additional
20, 984 and $ 74, 200 are budgeted for fuel and utilities,
respectively.
5. The City' s property and liability insurance has been quoted at $ 426, 929 for the
upcoming year - an
increase of 60. 3% or $ 257, 786. The increase is mainly due to the reinsurance market
escalating due
to unprecedented hurricane activity over the past two years, with
building and contents coverage
nearly tripling from $ 9~3, 475 to $ 379, 539.
6. The following programmatic expansions were endorsed
by City Council at the Budget Policy
Workshop and are included in the budget:
a. Expansion of Police Take- Home Vehicle Program - Current policy allows non- uniformed officers
to have a non- shared take- home vehicle. An additional 18 marked vehicles,
including equipment
and computer wiring and mounting, is needed for a non- shared take- home
program for uniformed
patrol officers. Six vehicles have already been obtained from the Sheriff. Four new vehicles are
budgeted at a cost of $80, 000 as part of the normal replacement program ( though no vehicles will
be rotated out of the department) and an additional
eight vehicles will be obtained from other
police departments rotating vehicles out of their fleet. Vehicle acquisition, marking, equipping,
and insurance is budgeted at $ 123, 000.
b. Fire Station 7 Renovations - It is anticipated a bond will be issued to finance renovations
estimated at $ 845, 000 including sleeping quarters, shower facilities, locker rooms, bathrooms,
kitchen, apparatus bay, computer room, and gym facilities;
refurbishing the
outbuilding and
converting it into a combination training room/ back- up
Emergency Operations Center;
construction of a portico shelter to store operational trailers,
primary movers, and reserve
apparatus; and demolishing and reconstructing the training tower and burn building. This year
101,400 is budgeted for design and engineering work.
c. Fire Command Vehicle - A new command vehicle will
improve the Fire Department's emergency
response capabiliti,es because the current truck is underpowered for the electronic equipment
required for a safe emergency response and cannot enter areas accessible the by apparatus.
Purchasing a % ton SUV with command module is budgeted at $ 55, 000.
