Discussion The City Manager' s proposed FY 2006- 07 budget was presented to Council at budget workshops during the week of August 14, 2006. While the proposed budget was prepared at a millage rate of 4. 6458, Council consensus at the workshops was to maintain the millage rate at 4. 9700 mills. The attached proposed budget reflects a 4. 97 millage rate, elimination of the Administrative Services reclassification and HR Manager position, the City Clerk' s salary increase, additional funds based on a revised insurance premium notification, decreasing Fire Station 7 expense from 1st year debt service to design and engineering, inclusion of the 2nd year of the Waterfronts Florida grant, funding the Chamber' s Downtown Business Plan in lieu of Main Street, renewal and replacement in lieu of water/ sewer line replacements ( budgeted as bond carryover), and a reduction in CRA TIF funding based on Okaloosa County lowering the millage rate. The proposed budget for FY 2006- 07 totals $ 37, 679, 830. In addition, a preliminary list of projects andencumbrances ( open purchase orders) identified for carryover is included. These amounts will be finalized at the second reading of the budget ordinance. Carryovers are projects andlor open purchase orders that are incomplete as of September 30, 2006 and will be continued and made part of the FY 2006-07 appropriations. These include the Urban Forestry Hurricane grant, Sound Park improvements, utility bond water and sewer system improvements, and the reuse water line with Hurlburt Field to name just a few. These projects were authorized, budgeted, and appropriated by Council in a prior fiscal year and are carried forward and funded with the corresponding revenue appropriations of the prior year. Recommendation Staff respectfully requests that City Council adopt Ordinance 1711 on first reading for fiscal year October 1, 2006 through September 30, 2007, with the budget document and list of project and encumbrance carryovers as attachments. As the Department of Revenue requires specific language and procedures, the following is proposed: 1. City Attorney shall read Ordinance by Title. 2. Mayor shall open the Public Hearing and ask for comments. 3. Mayor shall close the Public Hearing. 4. Mayor shall ask for a Motion as follows: Move to approve Ordinance 1711 on first reading. 5. Mayor shall ask for Council discussion. 6. Mayor shall ask for Vote. 7. Upon adoption of the motion, the Mayor shall announce: The budget is adopted on first reading with the proposed millage of 4. 9700 mills, which is 21. 98% above the rollback rate of 4. 0746 mills. The 21. 98% increase is the percentage increase in property taxes. The proposed budget for the City of Fort Walton Beach is subject to a second and final public hearing that will be held here at the City of Fort Walton Beach Council Chambers on Wednesday, September 20, 2005 at 5: 30pm. 1 of 2 p~-- r Do Not Concur Hold for Discussion Attachments: Ordinance 1711 Budget Carry Over Listing - 09/01/ 06 Preliminary Encumbrance Listing - 08/ 31/ 06 City of Fort Walton Beach Proposed Budget 2006- 2007 u:\ finance\ budget 06-07\ budget wOrkshop - august\ 9-6 budget staff report. doc 2 of 2 PROPOSED BUDGET Script for Public Hearing on Proposed Budget City Attorney: Read Ordinance 1711 by Title: AN ORDINANCE OF THE CITY OF FORT WALTON BEACH MAKlNG APPROPRIATIONS FOR CERTAIN EXPENDITURES, EXPENSES, CAPITAL IMPROVEMENTS AND CERTAIN INDEBTEDNESS OF THE CITY OF FORT WALTON BEACH, FLORIDA, FOR THE YEAR BEGINNING OCTOBER 1, 2006 AND ENDING SEPTEMBER 30, 2007; AND PROVIDING FOR AN EFFECTIVE DATE.
