CITY COUNCIL SPECIAL MEETING Se tember 6, 2006 Public Hearing I Consideration of setting the proposed -millage rate for 1 I the City of Fort Walton Beach I I for FY 2006/ 2007 I I City Manager) L-. Agenda Item Number: PH - 1 CITY OF FORT WALTON BEACH Memorandum TO: Joyce Shanahan, City Manager FROM: Charlotte Dunworth, Financial Analyst M) RE: Proposed Millage Rate for FY 2006- 07 DATE: September 1, 2006 Backaround Chapter 200 " Determination of Millage" of the Florida Statutes sets a statutory timetable for the calculation and notification to the public of the process to set ad valorem tax millage rates and adopt a budget. The statute identifies the time frames and briefly describes the tasks to be accomplished during those time frames. According to the Department of Revenue, the City shall calculate the rollback rate and within 80 days from when the Property Appraiser certifies the value of real property in the City of Fort Walton Beach and hold a public hearing on the proposed millage and tentative budget. The City' s real property value was certified on June 29, 2006, and therefore a public hearing must be held no later than September 17, 2006. Discussion According to the Okaloosa County Property Appraiser, the preliminary gross taxable value for operating purposes is $ 1, 363, 808,847, representing an increase of $ 264, 145, 106 or 24. 0% over the 2005 final gross taxable value of $ 1, 099, 663, 741. The April Budget Policy Workshop provided City Council an opportunity to propose policy directives, establish service levels, and determine funding priorities for the fiscal year 2006- 07 budget. Council provided consensus at the workshop to maintain the millage rate at 4. 9700 mills for preparation of the FY 2006- 07 budget. The FY 2006- 07 budget presented to Council at the August Budget Workshops was prepared at a millage rate of 4. 6458. This millage rate reduction was achieved by increasing the appropriation from undesignated fund balance in the General Fund. However, Council voted 6- 1 at the workshops to maintain the millage rate at 4. 9700 mills for preparation of the FY 2006-07 budget. Staff proposes setting the final ad valorem millage rate at 4. 9700. The proposed budget is predicated on retaining this millage rate. The final millage, at 4. 9700 mills, will produce approximately $ 6, 439, 224 in net 95% collection rate) ad valorem tax revenues, representing an increase of $ 1, 234, 520 over last year in net ad valorem taxes. The Department of Revenue also requires that the City calculate a rollback millage rate. The roll- back millage rate is defined as the millage rate that would produce the same amount of ad valorem tax revenue as was levied during the prior year, exclusive of new construction, deletions, and boundary changes. Staff has calculated the roll- back rate to be 4. 0746 mills. The proposed millage of 4. 9700 is 21. 98% above the roll- back rate and would generate $ 6,439, 224 in net ( 95% collection rate) ad valorem tax revenues, an increase of $1 , 160, 097. Recommendation Staff respectfully requests that City Council set the proposed millage at 4. 9700 mills for fiscal year October 1, 2006 through September 30, 2007 and adopt Resolution 06- 23 on first reading. As the Department of Revenue requires specific language and procedures, the following is proposed: 1.
