Consideration of an Ordinance ( 1660) of the City of Fort Walton Beach making appropriations for certain expenditures, expenses, capital improvements and certain indebtedness of the City of Fort Walton Beach, Florida, for the year beginning October 1, 2005 and ending September 30, 2006, and providing for an effective date. The final millage rate for FY 2005- 2006 is 4. 9700 mills, which is 18. 71 % above the rollback rate of 4. 1868 mills. The rollback rate is the millage rate that will provide the same Ad Valorem tax revenue as was levied during the prior year. The 18. 71% increase is the percentage increase in property taxes. The reason for setting the millage rate at 4. 9700 mills is to fund expenses of the General Fund for fiscal year beginning October 1, 2005 through September 30, 2006. Burton, Finance Director f1~ Re: Final Millage Rate for Budget Year FY 2005- 06 - ( CM5- 2005) BACKGROUND Chapter 200 of the Florida Statute " Determination of Millage" sets a statutory timetable for the calculation and notification to the public of the process to set a final ad valorem tax millage and adopt a budget. The statute identifies the time frames and briefly describes the tasks to be accomplished during that time frame. DISCUSSION In compliance with Department of Revenue regulations, the second and fmal meeting to establish the ad valorem millage rate must be advertised no less than three days and no more than five days to the meeting. The first Public Hearing on establishing an ad valorem millage rate was held prior on Wednesday, September 7, 2005, at 5: 30 p. m., at a Special Council Meeting. At that meeting City Council set the proposed millage rate at 4. 9700 mills. This levy is 18. 71 % greater than the roll back rate of 4. 1868 mills and is the percentage increase in property taxes. The Final Millage rate of 4. 9700 mills is to fund General Fund Expenditures for the fiscal year beginning October 1, 2005 and ending September 30, 2006. The City Clerk' s Office has set the following schedule of advertisements to meet the Department of Revenue' s requirements. 1. Notice of Property Tax Increase - advertised Friday, September 16, 2005. 2. Budget Summary - advertised Friday, September 15, 2005. RECOMMENDATION Staff respectfully requests that Council set the final millage at 4. 9700 mills for Fiscal Year October 1, 2005 through September 30, 2006. As the Florida Department of Revenue requires specific language and procedures, the following is proposed: 1. The Council by Resolution 2005- 31, the final millage rate of 4. 9700 for the Fiscal Year set, October 1, 2005 to September 30, 2006. 2.
