PUBLIC COMMENTS Gaye Ellis, who spoke to Council at their August 23 2011 meeting in reference to the Local Governments for Sustainability, distributed a DVD to Council that better explains the organization. Bill Robinson, Director and CEO of United Way, along with Rev. Ray Ackerman of Good Shepherd Lutheran Church and Carolyn Ketchel, Executive Director of Catholic Charities, advised that Catholic Charities received 1. 3 million to help with the homeless situation in Okaloosa County. They presented a proposal to use two buildings in the City' s Industrial Park as a resource center for the homeless. The structures would be used to house homeless individuals and keep them off the streets of downtown Fort Walton Beach, and would offer a place to eat, sleep, and provide recreational activities. Mr. Robinson noted the site has not been issued a Certificate of Occupancy ( CO) due to a parking issue, and would like the Council to consider granting a variance that would allow sleeping facilities in the Industrial Park, as well as helping with a CO for the site. Mr. Robinson explained the 1. 3 million needs to be spent by October l; if not, another county will receive the funding. The City Manager expressed three elements of concern including reviewing the City' s Comprehensive Plan to determine whether something such as this would be allowed in the industrial area; the second is reviewing the Land Development Code to determine if this type of use is permitted; and the building code and the granting of a CO for the parking lot. The City Manager continued he needs additional information so that a recommendation can be made to the City Council. Council questioned whether this topic could be placed on the special meeting of September 21 mid the City Manager responded it could, and that staff could gather the information by that date. Rev. Ackerman discussed the services the facility will provide including rehabilitation, education, addressing addictions, veteran support, and providing a location where assistance can be given. The shelter could also provide assistance to families as well as individuals. Ms. Ketchel added if organizations could be redirected to provide their services and assistance to one location such as a center it would prevent the homeless from congregating downtown. Mr. Robinson will contact the City Manager on Wednesday morning, September 14, 2011, to discuss the issue further and provide additional information to allow Staff time to prepare for the September 21 Special Council meeting. 10. ACTION --DIRECTION --DISCUSSION Fort Walton Beach Housing Authority PILOT Refund Request The Fort Walton Beach Housing Authority is requesting a refund of their Payment in Lieu of Taxes ( PILOT) in the amount of $14, 102.56, in order to reinvest the funds into community development. Brandy Weaker, Finance Director, advised that the Fort Walton Beach Housing Authority is requesting a full refund of the 2010 PILOT to reinvest back into the community in the way of a youth center. Ms. Worker explained the City in the past has waived or refunded a portion of the proceeds of the PILOT payments received from the Housing Authority, and Staff is seeking direction from Council on the FYE ending June 30, 2010 PILOT payment in the amount of 14, 102. 56. Council received clarification that the payment goes toward the existing facilities and will not go toward the Soundside project. The City Manager briefed Council on Soundside, advising the preliminary application has been approved by HUD, and the dollars requested will go into the existing housing authority. The City Manager continued when Soundside is completed there will be two separate PILOT requests for the existing housing authority and for Soundside, and that Council had previously decided not to refund the second request. Discussion included that the Soundside project has cost the City a lot in staff time as well as funding; that an additional youth center is not needed as a new recreational facility for the City is being planned; and that the Housing Authority needs to begin paying their share. The vote on the motion to reject the Fort Walton Beach Housing Authority' s request for a full refund for the 2010 PILOT in the amount of $ 14, 102. 56 for FY 2010 carried unanimously.
