Honorable Commissioners:
The District One Medical Examiner currently uses historic data to develop its annual budget projection for the
upcoming fiscal year. This approach has served to be the most effective way to identify trends while
anticipating the future needs of the Medical Examiner.
In 2015, our office experienced one of its heaviest case volume years. This included 976 jurisdiction "accepted"
cases and 2493 jurisdiction "declined" cases. This indicates a significant upward trend that suggests a continued
increase in our case load entering into the next fiscal year.
Included in the budget is a historic comparison of the ME Proposed Budget, the Actual Amount Spent and the
County Adopted Amount. Traditionally, the Amount Spent appears to sit between the ME Proposed (Projected)
and the County Adopted (Allowed). Having said this, it is virtually impossible for our office to project the
actual number of deaths that will occur within District One; however a review the current number of deaths for
the first 6 months of the 2015/2016 Fiscal Year concludes our office will experience the same or greater volume
of cases.
Over the past two years (for the entire district), we have experienced a 25% increase in deaths. More
specifically, Okaloosa County has had a 28% increase in case volume to include a 48% increase in autopsies.
In 2015, Okaloosa County had a total of 226 accepted jurisdiction cases. So far in 2016, Okaloosa County has a
total of 133 accepted jurisdiction cases. Understanding that we anticipate another increase in case volume, it is
my duty to provide you an explanation for the requested increase in our budget.
