The Board of County Commissioners is requested to approve the
following items related to the Runway 14-32 Rehabilitation project at the Destin Airport:
(1) C.W. Roberts Contracting, Inc. Change Order No. 1 (FINAL) which deletes $194,152.22
from contract amount;
(2) Release of all C.W. Roberts Contracting, Inc. Retainage in amount of $232,829.23;
(3) Final payment to C.W. Roberts Contracting, Inc. in the amount of $381,909.76 (includes
retainage).
BACKGROUND: On October 5, 2012, the construction contract for the Runway 14-32
Rehabilitation project was awarded to C. W. Roberts Contracting, Inc. The runway rehabilitation
project included pavement milling, asphalt leveling and a bituminous overlay to re-establish the
cross slope and smooth the runway, new pavement marking and turfing. The project also
included the replacement of runway edge lighting system and hold position airfield signs. New
runway cable and conduit infrastructure was installed to accommodate new LED runway lights,
replacement signage and “homeruns” cables which fed back to the existing airfield electrical
vault. The total contract time was 125 calendar days. This duration included a “fast-track”
runway closure period which started February 4, 013 and was intended to be completed February
11, 2013. Due to inclement weather delays, the runway was re-opened to aircraft traffic on
February 15, 2013.
A final completion inspection of the Runway 14-32 Rehabilitation project was conducted on
March 18, 2013. All punch-list items have been addressed to the satisfaction of the Engineer,
FDOT and the County.
The primary purpose for Change Order No. 1 is to reconcile the as-bid contract quantities to the
actual final quantities accepted and measured in the field at Destin Airport. A largest deduction
to the construction contract was bituminous surface course, bituminous base course and tack
coat. A large portion of the bituminous tack was not utilized for the project because the
contractor paved back-to-back days and therefore the product was not necessary.

AGENDA REQUEST
DATE: July 16, 2013
TO: Honorable Chairman and Members of the Board
FROM: Elliot Kampert
SUBJECT: Fairfield Inn & Suites - Okaloosa Island
DEPARTMENT: Growth Management
BCC DISTRICT: 2
STATEMENT OF ISSUE: To review the site development plans for Fairfield Inn & Suites, a
proposed 86 room, 4 story hotel encompassing 47,466 square feet located at the southwest corner
of Santa Rosa Boulevard and Third Beach Freeway, east of Surf Dweller Condominium in
Okaloosa Island, Fort Walton Beach. The property is currently zoned B 2 (Apartment, Hotel
Court and Hotel Areas) and the Future Land Use Map designation is OI (Okaloosa Island).
Property contains 1.02 acres more or less.
BACKGROUND: On April 19, 2004, Vince Bruner with PGB Partnership, LTD petitioned the
Board of County Commissioners to the vacate the eastern of Coral Court which was approved by
the Board on October 18, 2005, via Resolution No. 05-194 (see attached). Though not
stipulated on Resolution 05-194, the Board's approval of the vacation included a requirement that
$40,000 be contributed to the County park fund. On November 23, 2005, Surf Dweller Owners,
Association, Inc. and Island Nights Inc. issued two separate checks in the amount of $40,000.00
($15,000.00 - Surf Dweller, $25,000.00 - Island Nights, Inc.) to the Board of County
Commissioners which were received by Public Works Department on November 29, 2005. The
western portion of Coral Court had been previously vacated in 1996 (see attached Resolution 96-
42).
The proposed hotel was reviewed by the Okaloosa Island Leaseholders' Association Architecture
Review Committee on March 21, 2013 which found it to be in compliance with the Okaloosa
Island Covenants (see Attachment H).
OPTIONS: Approve or Disapprove
RECOMMENDATIONS: The proposed 86 room, 47,466 square foot, 4 story hotel complies
with the Okaloosa County Comprehensive Plan and Land Development Code as well as with the
Okaloosa Island Protective Covenants and Restrictions. Staff recommends that the Board of
County Commissioners approve the proposed development as presented and to allow staff to
post the Notice of Intent to Issue a Development Order sign on the project site.
