E., City Engineer Date: November 19, 2009 Subject: Request to Award Matching Streetscape Grant for 29 Eglin Parkway NE 1. BACKGROUND: 1. 1. The Matching and Landscape Grant Program was approved by City Council on June 24, 2001, and modified on April 27, 2004. The modification included a name change to the Matching Streetscape Grant Program. The Matching Streetscape Grant Program is a 50/ 50 matching grant program that provides grants up to $ 10, 000 as an incentive for commercial property owners to provide approved landscaping, lighting, underground utilities and other streetscape amenities in public rights -of w - ay or on private property, providing an easement is granted. 1. 2. The program was modified again on August 26, 2008, by resolution to allow departmental approval of grants up to $4, 999. 1. 3. The Property Agent for First National Bank and Trust has submitted an application for Matching Streetscape Grant funds for work completed at 29 Eglin Parkway NE on Florida Department of Transportation ( FDOT) right -of w - ay for the purposes of streetscape improvements. 1. 4. The scope of the proposed improvements included the demolition of 4, 600 square feet of existing concrete sidewalk and the installation of 6, 100 square feet of interlocking brick pavers. The difference between the square feet of concrete removed and the square feet of brick pavers installed is the installation of pavers over varying widths of grass strips that had existed in between the former concrete sidewalk and the parking lot. 2. DISCUSSION: 2. 1. Constructing streetscape improvements along Eglin Parkway is prioritized in the FY 2009 -10 Program of Projects and is a recommendation in Chapter 5, Section 5. 4.6. 3, of the Fort Walton Beach Community Redevelopment Agency Plan (2007). 2.2. The Matching Streetscape Grant Program guidelines require the applicant to submit a site plan showing the proposed improvements, a list of amenities to be provided in the public right -of way - or streetscape easement, and a cost estimate showing the total 27_ project cost and the amount of grant funds requested. The applicant is required to enter into a maintenance agreement with the City to guarantee the maintenance of the improvements. 2. 3. The application for streetscape improvements at 29 Eglin Parkway NE has been reviewed by Staff and has been found to be in conformance with the program guidelines. 2. 4. The applicant has submitted an estimated cost of $48,750.62 for the right -of way - improvements. The total estimated cost qualifies the applicant for $ 10, 000 in matching grant funds. 2. 5. Under the current funding provisions of the program, the grant amount is limited to 50 percent or less of the cost of the qualifying improvements, not to exceed $ 10, 000 per applicant. 2. 6. The CRA Board reviews and recommends approval of the matching grant funds to City Council. 2. 7. The grant funds are awarded after the improvements are in place, a maintenance agreement is approved by City Council, and the applicant has submitted copies of the receipts for the improvements to Staff. 2. 8. The installation of both the pavers and ramps have been inspected and approved by the Constructions Operations Manager. 3. FINANCIAL INFORMATION: 3. 1.
