CITY OF FORT WALTON BEACH
MEMORANDUM
DATE: ' March 24, 2009
TO: Robert Mearns, Acting City Manager
FRONT: Mike Dutton, Fire Chief N
SUBJECT: Interlocal Agreement between the City of Fort Walton Beach and the
Okaloosa Board of County Commissioners for Radio Communication Equipment
Received through the PSIC Grant.
BACKGROUND: The Department of Commerce joined the Department of Homeland
Security to co- sponsor a bill creating the " Call Home . Act of 2006 ". Within this
legislation was the Public Safety Interoperable Communications Grant ( PSIC) which
provided $ 1 billion dollars to assist the states in securing some extent of interoperability
between jurisdictions.
The State of Florida determined that the best way to utilize the PSIC grant was to expand
the Statewide Law Enforcement Radio System ( SLERS) that was already established and
in use in much of the state. SLERS is an 800 MHz trunked radio system that is described
as "the premier public safety radio system for all law enforcement, first responders and
other public safety users in Florida. It provides a single,. proven, robust system with
direct, same system interoperability between all users."
This Interlocal Agreement outlines the requirements for the transfer and use of property
obtained by the Okaloosa County Board of Commissioners under:the PSIC Grant.
DISCUSSION: Funding has been provided to purchase communication equipment as
outlined in the Region 1 Public Safety Interoperability Sub -Grant Worksheet to provide
for interoperability within Okaloosa County. The equipment for the City of Fort Walton
Beach will be used by both the Fire Department and Police Department and is listed in
the attached Interlocal Agreement.
RECOMMENDATION: It is to the benefit of the City to enter into this agreement with
the Okaloosa County Board of County Commissioners. Staff recommends that Council
direct the Mayor to sign the Interlocal Agreement for Radio Communication Equipment
Received.
