Purchase Order # 066814.
Dear Mr. Meares:
We have completed the required inspections, research, and analyses necessary to derive an opinion of the market value of the taking,
and damage to the remainder, if any, for a proposed easement running along the west boundary of the Too Friends, LLC property.
The appraisal analyses are consistent with the scope of work determined to be necessary to derive a credible result.
It
The accompanying appraisal report is a summary appraisal report.
The purpose of the appraisal was to form an opinion of the market value of the taking, and damages to the remainder, if any.
Just Compensation' In condemnation, the amount of loss for which a property owner is compensated when his of her property
is taken; should put the owner in as good a position pecuniarily as he or she would be if the property has not been taken; generally
held to be market value, but courts have refused to rule that it is always equivalent to market value. ( Just compensation is regarded
the same as full compensation in Florida.)
Damages' Generally, the -difference
In condemnation; the -loss -by value, to=the-Remainder- in, a.-partial taking, of property.,:.-
between the value of the whole property before the taking and the value ofthe Remainder after the taking is the measure ofthe value
of the part taken and the damages to the Remainder. Three types of damages are recognized: consequential, direct, and severance.
Market value, fee simple interest, highest and best use, and other pertinent terms are defined in the following report.
Subject to the above analysis, general assumptions and limiting conditions, and certification of value set forth herein, it is our
professional opinion that the value of the subject taking is:
Value of the Taking: $ 11, 200
Damage to the Remainder: $ 0
Exposure Time: The exposure time linked to the final value opinion is a range to nine (9) to twelve (12) months based on market sales
of similar properties and current market activity.

Subject: RE: Alabama /Pinehurst S/ D Easement- Barber
I have revisited the cost estimates I prepared last November for the relocation of the sewer main along
Alabama Avenue NW and offer the following clarifications concerning the materials costs for Option 1 -
Relocation of Entire Sewer Main:
Sewer Main Materials ( Total Cost = $ 6, 162. 50)
1. 480 LF of 6" PVC Sewer Main @ $ 2. 00 /LF = $ 960. 00
2. 330 LF of 4" PVC Sewer Lateral @ $ 0. 75/ LF = $ 247. 50
3. 9 EA of 6" x 6" x 4" PVC Wye -Tees @ $ 21. 00 /EA = $ 189.00
4. 1 EA of 6" x 6" x 6" PVC Wye -Tee @ $ 32. 00 /EA = $ 32. 00
5. 1 EA of 8" x 6" PVC Wye -Tee @ $ 42. 00 /EA = $ 42. 00
6. 9 EA of 4" Cleanout Assemblies @ $ 7.00 /EA = $ 63. 00
7. 2 EA of 6" Cleanout Assemblies @ $ 11. 00 /EA = $ 22.00
8. 9 EA of 4" PVC to TC Sleeves @ $ 4. 00 /EA = $ 36. 00
9. 1 EA of 6" PVC to TC Sleeve @ $ 9. 00 /EA = $ 9. 00
10. 1 EA of 8" PVC to TC Sleeve @ $ 12. 00 /EA = $ 12. 00
11. 3 EA of 48" Diameter Manholes @ $ 1, 200 /EA = $ 3, 600. 00
12. 3 EA of Manhole Rims & Covers @ $ 250 /EA = $ 750.00
13. 5 TON of No. 57 Limestone @ $40/ TON = $ 200. 00
Restoration Materials (Total Cost = $ 3,000. 00)
1. 10,000 SF of Solid Sod @ $ 0. 30 /SF = $ 3, 000. 00
Contin_ e
ncies
1. 25% of Material Costs = 0. 25 x $9, 162.50 = $ 2, 290. 63
Total Materials Cost = $11, 453. 13 4 $
12, 000
There were additional items and quantities since plans were actually developed this time around. I also
removed the labor costs from the original estimate because the only "additional costs" incurred for this
project are materials costs.
I did not include any costs for tree removal since I was unsure whether our crews would perform the work
or if we would use our contractor to take the trees down.
Thanks,

CITY COUNCIL MEETING
December 8, 2009
City Manager Reports
Council Retreat
Synopsis: Council to consider a Retreat on a Saturday in
January, 2010 to develop a 2010 Action Plan
Agenda Item Number: 10. 1
CITY OF FORT WALTON BEACH, FLORIDA
MEMORANDUM
Office of the City Manager
DATE: November 18, 2009
TO: Honorable Mayor and Council Members
FROM: Robert T. Mearns, City Manager
SUBJECT: Request For City Council Retreat
1. Backaround
1. 1.
In past years the City contracted with a provider to conduct Strategy Workshops
Workshops) to define those projects that the City would undertake in the
upcoming fiscal year(s). The last session was held in March 2008. That session
was comprised of the Council, City staff and a " Super Focus Group ".
1. 2.
A review of the subjects discussed in the last Workshop denotes they consisted of
services, governance, technology, revenues, structure, and human resources. The
items identified in the Workshop documentation clearly indicates that each was
more closely related to budget policy than the general overall direction of the
City.
1. 3.
Most of the objectives identified in the Workshop document are document are
rather broad in nature and clearly matters under the purview of the city manager
which should be part of the manager' s operational plan. That plan should be
developed with the input of the managerial staff and be part of the budget policy
workshop that is presented to the City Council as part of the budget process,.
2. Discussion
2. 1
This is not to say that a strategy session or workshop with the City Council. is not
necessary. Quite the opposite, it is not only necessary, it is essential to the city.
Goals need to be set and strategies developed to attain goals. However, setting
more goals than may be reasonably achieved; or goals that are not realistic; or
goals that may take several years to attain will be counter -productive because
more often than not, the goals will grow burdensome, stale, will be forgotten and
never achieved.
I believe that the City Council needs to develop several narrowly
defined and attainable goals for this upcoming year that are have a measurable
outcome; and discuss strategies to attain these goals.
2. 2 Two objectives I believe need discussion and direction are:
2.2. 1.
An annexation campaign designed to bring additional lands into the city to
increase revenues and even the city' s boundaries. This will require a
broad look at a number of adjustments to the city' s operating policies and
procedures;
2.2.2 A bond issue to raise funds to replace elements of the city' s aging
infrastructure. The current, and future, budget( s) will not provide
sufficient revenues to continue the current " pay as you go" capital
g1_
replacement and renewal policy, resulting in the failure of city facilities
and programs.
3. Recommendation
3. 1 I request: that the City Council schedule a retreat to be held Saturday, January 9,
2010 at the Fort Walton Beach Golf Club from 8: 30 am until 12: 00 pm. The
agenda will consist of the two above referenced items and one to two others
approved by the City Council. While the meeting will be open to the public, I
believe that it would be in the best interest of the retreat' s success if conversation
is confined to that between the City Council and Charter Officers. Of course, that
is Council' s choice.
