Discussion - Direction - Action
Discussion
Regarding Okaloosa County Legislative Delegation Issues.
Synopsis: The Advocacy Group provided information on the
issues identified
Agenda Item Number: 901
The Advocacy Group
MEMORANDUM
TO: ROBERT MEARNS, QTY MANAGER, FORT WALTON BEACH
FROM: SLATER BAYLISS, SARAH BUSK
SUBJECT: ISSUE OVERVIEW
DATE: 11. 19.09
CC:
A wide variety of issues at the state level stand to impact the City of Fort Walton Beach
during in the coming year. Below is an overview of the four issues that the City Council
has requested additional information on at this time. As we get closer to the 2010
Session, we will continue to provide regular updates and memos on pending legislation.
I. Caps on Property Taxes
a.
In 2009, the Legislature filed several joint resolutions dealing with, among
other issues, limiting local government revenues, a moratorium on the
imposition of impact fees and a cap on ad valorem tax assessments. These
measures were unsuccessful last year and no similar legislation has been
filed for the 2010 session. However, it is still very early in the process and
in an election year where the legislature is going to have to cut the budget
by another estimated $ 2 billion, almost anything is possible. We will
continue to sharply monitor all legislation filed for language that would
cap property taxes.
II. Windstorm Insurance
a.
Legislature: No legislation amending Florida' s statutes dealing with
windstorm insurance has been filed as of yet, however, there has been
discussion of making changes to windstorm mitigation credits in order to
prevent fraud among inspectors and homeowners attempting to take
excessive advantage of the program
b. Public Service Commission: Citizens Insurance Company has applied to
the P S C for an average increase of 7. 5% for customers who have wind -
only policies through Citizens. The PSC will rule on this request by
20th.
Friday, November Rate changes would begin taking effect early in
2010.
III. Drilling
81-
a. Since the summer, the Legislature has been gearing up for a heated debate
on off s-hore drilling in the 2010 Session. This effort, which to -date has
been spearheaded by incoming Speaker of the House Dean Cannon, has
been aimed toward education and opening a dialogue between interests on
either side of this important issue. Additionally, Florida State University
recently held a symposium on drilling, where both sides participated in an
open discussion of the issue. In another budget- cutting year, the
Legislature is exploring every possible source of revenue at our state' s
disposal. Thus far, the discussion has been just that —a discussion.
i. Quantities /Logistics
1. Federal estimates suggest there are 1. 6 billion to 2. 8 billion
barrels of oil off Florida's Gulf Coast, in addition to
plentiful natural gas reserves.
i.i. Fiscal Impact
1. Supporters predict the state would see a multi -billion
windfall from royalties and severance taxes from oil and
natural gas companies. Before exploring Florida waters,
companies would have to submit a nonrefundable $ 1
million fee. The money would be used in part for a $ 300
million land -buying program, Florida Forever, and for
grants to local communities for beach restoration.
iii. Military Concerns
1. Eglin Air Force Base' s Air Armament Center - 13, 000
square mile test and training range
2. Military Mission Line: created in 2005, a demarcation of
Eglin' s airspace extending south from Hurlburt Field
