November 1, 2011 Special Meeting related to the Kenwood Neighborhood Traffic Evaluation.
Mr. Beedie read the motion from the November I special meeting the Kenwood Traffic Study as
follows:
To implement a one -week traffic count on all the streets in the Kenwood area
neighborhood to develop a baseline, then implement a partial closure on Country Club and
run a week long study of traffic flow; then try a second road closure or re- routing of traffic
for a third week of data. When the data is compiled, have Council review all three options
to ascertain where the traffic is going and how it is flowing. "
Dr. Ren Moses of Florida State University presented a brief summary of the findings of the
Kenwood Traffic Study, including the fact that Kenwood Elementary is used as an emergency
shelter; there is a lot of activity revolving around the elementary and high school in the area; and

The findings concluded that the installation of chicanes on Country Club Avenue between
Wedgewood Lane and Mooney Road is the most effective way of controlling traffic volume and
speeds on Country Club. The findings also included the need to involve first responders and the

implementation for the area.
The City's Police and Fire Chiefs expressed concern of response time for emergency personnel if

course are for educational or recreational purposes only.
vE
Mr. Rigdon moved to temporarily close Country Club Avenue for 30 days at both ends. Mr.
Griggs seconded motion. le
Several Council members spoke in support of speed tables, a long -range plan for improving
Country Club, adding curbing or sidewalks, but would not support closing the road.
Upon questioning, Mr. Beedie responded that an estimated timetable to implement modified
speed bumps would be about 60 days, with 30 days to inform the residents, receiving the
materials in 2 or 3 weeks, and installing 2 to 3 a day.

Mr. Reeves moved that the City move forward with installing speed tables on Country Club
